We describe a novel approach to public engagement on offshore wind energy based on genius loci (“spirit of a place”). North America lacks offshore wind farms but they could be viable in the Great Lakes. Cultural ties between coastal Michigan, USA and the Netherlands offered opportunities to learn from the Dutch offshore wind experience. Residents from a Lake Michigan coastal community with Dutch heritage videoconferenced with a Dutch tourism specialist regarding the Egmond aan Zee offshore wind farm. Important differences and similarities between the regions emerged, including the clustering of technological expertise, tourism effects, and perspectives on working seascapes. Michigan …

Attitudes And Perspectives Of Front-Line Workers In Environmental Policy: A Case Study Of Ohio Epa And Wisconsin Dnr, Sara Rinfret, Michelle Pautz

This research is an effort to focus on frontline regulators with the Ohio Environmental Protection Agency and Wisconsin Department of Natural Resources. An online survey was conducted of frontline regulators in these agencies to explore their knowledge, attitudes, and perspectives on policy implementation. More specifically, we endeavor to answer how frontline workers implement environmental policy. To analyze these data, we use two categorizations of factors (knowledge and attitudes, and contextual factors) offered by May and Winter (2009) to examine what influences the decision making of frontline regulators in their regulatory interactions. Although about 90% of environmental policy is delegated to the states for implementation, the individuals responsible for implementing a majority of that policy are largely understudied. Existing acknowledgment of these regulators typically extends only to the regulatory enforcement strategy their agency employs. Missing in these conversations is a focused study on the regulators themselves and their perceptions of the regulated community that they interact with daily. Understanding these perceptions will provide insights into how regulators approach their interactions and how they ensure regulatory compliance. Rulemaking is an integral component of environmental policy at both the federal and state level; however, rulemaking at the state level is understudied. With this research, we begin to fill that gap by focusing on rulemaking regarding the issue of hydraulic fracturing (fracking) in three states: Colorado, New York, and Ohio. This policy issue is well suited to begin exploring state-level rulemaking processes because the federal government has left fracking regulation to the states. Food-oriented markets, such as food innovation districts (FIDs), have been touted as potential methods to address complex societal issues involving the environment, poverty, and health. On this front the Grand Rapids Downtown Market (DTM) was created in 2013, envisioned as a vibrant public space for local food, entrepreneurship, community health, and jobs. An innovative, collective response to the interconnected and urgent problems of poverty, access, health, diet, and environment, the DTM can serve as a case study through which the value and necessity of a wicked problems framework become apparent. Far-reaching efforts to address environmental issues rarely seem to resonate with citizens of the United States or other wealthy postindustrial societies. In Engaging the Everyday, John Meyer considers this impediment to action on environmental problems—which he terms “the resonance dilemma”—and argues that an environmental agenda that emerges from everyday concerns would resonate more deeply with ordinary citizens. Meyer explores the contours of this alternative, theorizing both obstacles and opportunities and then considering it in terms of three everyday areas of material practice: land use, transportation by automobile, and home dwelling.

Introduction Since Sir John Bowring first recorded these impressions of the central plain of Thailand in the middle of the last, century, time has unalterably changed the context of his account, though not entirely its accuracy. The ‘feracious jungle’ which covered much of the lower central plain in Bowring's time began to disappear under the plow of the Thai peasant farmer in the latter decades of the last century. Stanley's most famous lure was known as the Rangeley Spinner, and the author traces the history of this and other lures developed by Stanley. Several images are included in the article, including one of Dixfield Village on the banks of the Androscoggin River showing the location of Stanley's tackle shop on Weld Street.

The shifting relationship between environmental political theorists and liberalism is examined, moving from a total critique to an increasingly nuanced engagement. The argument here is neither for nor against the possibility of ‘greening' liberalism per se. Instead, it is argued that the preoccupation with ‘liberalism' in this context is a category mistake based upon the reification of liberalism as not just a political philosophy, but a characterisation of citizen values and practices in contemporary liberal democratic societies. The Concept Of Private Property And The Limits Of The Environmental Imagination

An absolutist concept of property has the power to shape and constrain the public imagination. Libertarian theorists normatively embrace this concept. Yet its influence extends far beyond these proponents, shaping the views of an otherwise diverse array of theorists and activists. This limits the ability of environmentalists, among others, to respond coherently to challenges from property rights advocates in the U.S. I sketch an alternative concept—rooted in practice—that understands private property as necessarily embedded in social and ecological relations, rather than constrained by these relations. I argue that this concept can prefigure a more robust environmentalism.

Concern over environmental problems is prompting us to reexamine established thinking about society and politics. The challenge is to find a way for the public’s concern for the environment to become more integral to social, economic, and political decision making. Two interpretations have dominated Western portrayals of the nature-politics relationship, what John Meyer calls the dualist and the derivative. The dualist account holds that politics—and human culture in general—is completely separate from nature. The derivative account views Western political thought as derived from conceptions of nature, whether Aristotelian teleology, the clocklike mechanism of early modern science, or Darwinian selection.
