In the past couple of decades, various industries have taken advantage of emerging advanced technologies, such as digital twin (DT), to find more effective solutions in their respective areas. In the transportation infrastructure sector, the concept and implementation of DT technologies are slowly gaining traction but lagging behind other major industries. To better understand the limitations, opportunities and challenges for the adoption of DT in this sector, a survey questionnaire was distributed to collect information from industry professionals involved in transportation infrastructure projects. This paper will provide readers with an understanding of the variables that US transit agencies grapple with when developing fare policy, with a particular focus on the political process. The framework chapter will examine the objectives of public transportation and how agencies face difficulties in achieving these objectives. Cleveland, while having experienced some growth and regeneration in the 21st Century, still experiences some of the salient characteristics of the "shrinking city." It continues to slowly lose population. Metropolitan-level economic growth remains elusive. Its status as a shrinking city and metropolitan region has consequences for its systems of infrastructure, especially its regional system of airports. This study illustrates how shrinking cities theory applies to Cleveland's airport system. Current bicycle models assume average speed along the route and among routes and that travel time is proportional to distance. There is no method that determines realistic cycling time based on change in speed due to topography. My research proposes a model for the development of bicycle infrastructure based on reducing travel time and level of difficulty. I identified that topography, human power, and riding speed have strong relationship and developed a bicycle travel time model where speed is a function of human power and topography.
