A Framework To Capture Dynamic Traffic Trends From Historical Sensor Data, Carlos Gaviria

The typical approach of increasing infrastructure to alleviate traffic issues such as congestion is becoming unviable due to limited space, high cost, and associated externalities. Control and management strategies using Intelligent Transportation Systems (ITS) seek to maximize the use of existent infrastructure. Many ITS strategies, such as the deployment of information, require or benefit from knowledge about traffic patterns and trends. This study proposes a mathematical programming formulation and solution algorithm that considers multiple time intervals for the estimation of network-wide traffic states and calculation of the corresponding transition probabilities. The issue of port security raised concerns at the highest levels after the terrorist attacks on September 11, 2001 against the United States. Security threats against ports and vessels acquired a new perspective and in 2002 the International Maritime Organization (IMO) adopted amendments to the International Convention for the Safety of Life at Sea (SOLAS), 1974, introducing Chapter XI-2 - Special measures to enhance maritime security. This set of regulations enshrines the International Ship and Port Facilities Security Code (ISPS Code), which entered into force on 1 July 2004.

The implementation and enforcement of international maritime safety standards by Member States has always represented a key objective for both the International Maritime Organisation (IMO) and the European Commission (EC). In spite of a strong global legal framework for safety at sea, harmonisation has always been a challenge. The dissertation is a study to improve Chinese maritime education and training (MET) for raising the performance of energy efficient ship operation, by analyzing the increasing demand on seafarers’ capacity and the barriers existing in the Chinese MET for energy efficient ship operation. Seaports are important economic engines serving many metropolitan areas in the United States. Most seaports in the U.S. are public-owned and managed by a set of elected or politically appointed board members. Indeed, this is public governance in action but the field of port governance seems to be focused on the study of operating efficiencies and less concerned with the public governance aspects of seaports.
