The purpose of this dissertation was to explore, through a social ecological framework, the multifaceted effects of the neighborhood environment by investigating how dimensions of both the built environment and the neighborhood social context may interact to influence walking. Aesthetics, land use mix, crime, and pedestrian infrastructure were considered with respect to built environment walkability, and the neighborhood social context was conceptualized using measures of both social cohesion and social interaction with neighbors. This research used data from an Environmental Protection Agency (EPA)-funded study of 748 adults (18 years of age and older) residing in the Lents neighborhood in Portland, …

Fixed Base Operators (FBOs) are major service providers for the general aviation (GA) sector, which closely connect the public with the aviation industry. However, over the past decade, the U.S. GA industry has experienced a decline in the numbers of registered aircraft, pilots, and airports. Due to the fact that FBOs significantly contribute to the aviation industry, further research studies regarding the FBO-sector at a national level are needed. The purpose of this dissertation was to identify and prioritize the critical success factors (CSFs) that promote the success of FBO operations in the United States.

Older adults are important users to consider in the evaluation of transportation services. Many older non-drivers take fewer trips than their driving peers. It is important that transportation services meet the needs of older adults to provide greater access to this subset of the population. This thesis applies the Analytical Hierarchy Process (AHP) to evaluate the thirty-one non-private transportation services that exist in southeastern Wisconsin. The AHP structure uses multiple criteria to evaluate and rank several alternatives based on a stated goal. An optimization model using the LINGO solver introduces a fuzzy scale level to the AHP and assigns weights …

Accurate, reliable, and timely travel time is critical to monitor transportation system performance and assist motorists with trip-making decisions. Travel time is estimated using the data from various sources like cellular technology, automatic vehicle identification (AVI) systems. Irrespective of sources, data have characteristics in terms of accuracy and reliability shaped by the sampling rate along with other factors. As a probe based AVI technology, Bluetooth data is not immune to the sampling issue that directly affects the accuracy and reliability of the information it provides. While there are many proposals for fixing congestion between San Francisco and Oakland in California by adding a new bridge or tube, these solutions will take decades to implement even though a solution is needed now. This thesis assesses sixteen different strategies for reducing congestion in the short-term in the four categories of improving transit, promoting carpooling, implementing intelligent transportation systems practices, and incentivizing alternatives to using the Bay Bridge. Top priorities include HOV improvements on the West Grand Avenue and Powell Street onramps, altering WestCAT Lynx and BART transit services, partnering with rideshare apps to increase transit station accessibility …

Currently, there are both methodological and practical barriers that together preclude a substantial use of theoretically sound approaches, such as the ones recommended by the Highway Safety Manual (HSM), for traffic safety management. Although the state-of-the-art provides theoretically sound approaches such as the Empirical Bayes method, there are still various important capabilities missing. The use of Vehicle to Vehicle (V2V), Vehicle to Infrastructure (V2I), Vehicle to Roadside Unit (V2R) and Vehicle to Other (V2X) communications are increasingly applied over existing and upcoming transportation means by the United States Department of Transportation (USDOT) and other federal agencies. The development of Intelligent Transportation Systems (ITS) requires high-quality traffic information within most urban areas worldwide, and under growing pressure for improving traffic management, there has been an increasing urge to collecting and monitoring of traffic data. One of the most reliable and recommended technology for drive thru or traffic control is the loop vehicle detection system. On the Portland freeway system, new software has been installed that allows the reporting of vehicle length in bins. This research investigates the use of this data (length based) by exploring time series analyses of the vehicle counts as freight and non-freight movement.
