The 1994 National Space Transportation Policy designates the roles of the DoD, NASA and the Departments of Transportation and Commerce to identify and promote innovative types of arrangements between the U.S. government and the private sector in order to reduce the cost to access space. DoD, civil and commercial industry leaders agree that the price to access space is currently exorbitantly expensive. The solution to this expense, which the United States Government is relying upon, is the commercialization of space transportation technology. There is an increasing amount of man-made debris that litterthe world's oceans and coastal waters, and associated problems which this brings. This debris consists mostly of persistent materials such as plastics, metal. glass and rubber. This dissertation provides an insight into problems and threats associated with plastic garbage. 'Apart from its persistence in the environment, plastics float for years and are concentrated into specific location by ocean currents causing permanent and irreversible damage to the marine ecosystem. This dissertation provides an overview of the marine environment protection issue on the ships of Lithuanian Shipping Company. The Lithuanian Shipping Company LISCO is the biggest shipping company in Lithuania. Until 1991 LISCO was a part of the USSR merchant fleet and could not carry out not only the whole policy of the company independently from Moscow but even a policy of environmental protection from pollution from ships.
