With this expanding reach, communities all over the country are digesting and contemplating their place in national politics more fervently than ever. Urbanicity And Female Jail Incarceration Rates In 1970 And 2018: The Rise Of Rural Female Jail Incarceration, Samantha M. Caimi

This paper examines the role of county urbanicity as it relates to mean female jail incarceration rates in both the United States and Pennsylvania in the years 1970 and 2018. There are three research questions to be answered in this study. The first is whether mean female jail incarceration rates vary significantly by urbanicity (rural, small/mid, suburban, urban). The second is whether the relationship between female jail incarceration rates and urbanicity changed from 1970 to 2018. The third research question is whether the findings for questions 1 and 2 will be the same for both Pennsylvania and the United States. …

The U.S. Constitution provides criminal defendants the right to a court-appointed attorney but gives no similar protection to civil litigants. Although federal law does not supply any categorical rights to counsel for civil litigants, all 50 states have instituted the right in at least one category of civil law that substantially impacts individuals’ rights. Since 2017, several U.S. cities have enacted such a right for tenants facing eviction. In so doing, these cities responded to American families’ increasing rent burden, the recent publication of nationwide eviction data, the sociological research concerning the impact of eviction, and the lack of procedural …

From Bornholm To Jamestown: C. C. Beck And The Settlement Of Danish Immigrants In Chautauqua County, New York And Warren County, Pennsylvania, John Everett Jones

One of the earliest Danish immigrant settlements in North America was a community in western New York and northwestern Pennsylvania called Jamestown. Marcus P. Jacobsen has been recognized as the first person from Bornholm to settle in the Jamestown area1 in 1855 or 1856, and early on, members of this community came almost exclusively from Bornholm. However, histories have not recognized the importance of Charles C. Beck in the origin of this community. Emigration from Bornholm has been written about by Henning Bender2 this article adds to that research by situating Beck within the larger community of Danish immigrants who …

Prostitution is as old as human civilization itself. Throughout history, public attitudes toward prostituted women have varied greatly. But adverse consequences of the practice—usually imposed by men purchasing sexual services—have continuously been present. Prostituted women have regularly been subject to violence, discrimination, and indifference from their clients, the general public, and even law enforcement and judicial officers.

Jurisdictions can choose to adopt one of three general approaches to prostitution regulation: (1) criminalization; (2) legalization/ decriminalization; or (3) a hybrid approach known as the Nordic Model. For decades, the sexual abuse committed by priests and the subsequent coverup of this behavior by Church leaders was kept a secret from society and even laypersons within the Church. Act 33 of 1995 is an amendment to Pennsylvania's Juvenile Act (2008). This amendment changed jurisdictional boundaries for juvenile offenders who committed violent crimes with weapons. As a result, youth who committed violent crimes with weapons were automatically transferred to the adult criminal justice system. Using punctuated equilibrium as the theoretical foundation, the purpose of this study was to determine if Act 33, as a punctuating event, resulted in an increase in the number of youth transferred to the adult criminal justice system and sentenced to life without the possibility of parole in an urban county in Pennsylvania. Agricultural exceptionalism, a system in which regular labor laws and standards do not apply to farm labor, makes migrant farmworkers particularly vulnerable populations—economically, socially, and in terms of environmental health. To address inequities inherent in migrant farmworker margin­aliza­tion, studies advocate for actively engaging the migrant farmworker population in the conversation surrounding these issues. We conducted 40 semi­structured interviews with migrant farmworkers in Adams County, Pennsylvania, to understand pesti­cide risk exposure perceptions and practices. Forests in Southeastern Pennsylvania have been shaped by a number of anthropocentric factors over the past century, with many areas experiencing a recent trend towards forest recovery. Studies on forest dynamics have shown that most developed regions exhibit a forest transition, which begins when land is cleared for natural resource extraction (e.g., agriculture, forestry) during an early development stage. Then as a population grows and food production needs are met, rural peoples begin to migrate to the city, and a feeling of scarcity of trees develops that may lead to changes in land management attitudes, and many formerly deforested areas …

This report will address the question of income adequacy for Pennsylvania’s older adults using the WOW-GI National Elder Economic Security Standard Index (the Index) methodology. The Index will benchmark basic costs of living for elder households. It will illustrate how costs of living vary geographically and are based on the characteristics of elder households: household size, homeownership or renter, mode of transportation, and health status. The costs are for basic needs of elder households; they are based on market costs and do not assume any subsidies.

Linking Learning And Service: Lessons From Service Learning Programs In Pennsylvania, Carl I. Fertman

Service Learning, General

Service is part of most schools. School staff and students participate in car washes, bake sales, dances, read-a-thons, and SK races to raise money for national and local groups and community-based organizations. Other students and teachers provide thousands of hours of more direct service, working at hospitals, providing support services at the Special Olympics, cleaning parks, assisting at shelters and food banks, providing tutoring services, running hotlines, and visiting the elderly. Young people and their teachers can also be found speaking at public hearings, serving on policy boards, and visiting elected officials to talk about the needs of the community.

This report, summarizing the proceedings at a February 1988 conference at Brown University on youth service,presents briefly an overview of the emerging network of youth service programs in the following states: (1) Minnesota; (2) Pennsylvania; (3) California; (4) Massachusetts; and (5) Ohio. Rationales for youth service are analyzed. Eight strategies for implementing youth service programs at the state level are identified. Individual programs, such as the Youth Volunteer Corps of Greater Kansas City, and City Year in Boston, are discussed.
