Incidents of animal abuse in China attract worldwide media attention. Is China culturally inclined to animal cruelty, or is the country’s development strategy a better explanation? This article addresses the subject of animal protection in China, a topic that has been ignored for too long by Western China specialists. A review of ancient Chinese thought asks whether China lacks a legacy of compassion for animals. The article then considers how China’s reform politics underlie the animal welfare crisis. For 29 years (1980 to 2009) prostitution was decriminalized in Rhode Island. Lack of laws or regulations created a permissive legal, economic and cultural environment for the growth of sex businesses. During this time, sexual exploitation and violence against women and girls were integrated into the economic development of urban areas. The number of sex businesses grew rapidly during this period. Organized crime groups operated brothels and extorted money from adult entertainment businesses. Rhode Island became a destination for pimps, traffickers, and other violent criminals. The lack of laws impeded police from investigating serious crimes.

This paper proposes a new representation of the worldwide distribution of human population and economic activity over two millennia. Combining the Maddison and the G-Econ databases, it tracks the evolution of the world’s demographic and economic centers of gravity during the 1-2010 period. The distributional and temporal patterns that emerge are clear and contrasted, with a stable East- Asian predominance during the first eighteen centuries, followed by a boomerang-like westward shift during the last two centuries. A recurring assumption in community development has been that when material support is provided on a one-to-one basis to the extended family or social and neighbourhood networks, such favours are repaid by offering help in return rather than money. Reporting a study of the community exchanges of 120 households in an English locality, however, the finding is that well over one-third of these were repaid using money. The paucity of studies is unfortunate given that commercial development often provides municipalities with considerable economic benefits (e.g., employment) and a crucial source of tax revenue. This study presents a formal model of the commercial development process that explicitly incorporates the dynamic interaction of commercial developers and local cities.
