This research project was designed and expedited as the result of several long standing interests and concerns. These interests, theoretical in nature, focus upon: (a) the individual consequences of positive and/or negative interracial attitudes, and (b) the social consequences of existing interracial Interaction patterns manifested throughout the United States, particularly within the past two decades. The concerns, pragmatic in nature, are with "social reform."

Persons concerned with both higher education and community service came together in mid-1969 to discuss the pros and cons of service-learning programs and to determine the need for such programs. The participants at the conference recommended: (1) that colleges and universities encourage student community service, assist in assuring disciplined learning as part of this service, and award academic recognition for the learning acquired by students in service projects; (2) that federal, regional, and state and local governments, colleges and universities, and private organizations provide opportunities and supply the funds required for as many students as are needed and are willing …

Urban freeways have many Impacts on their users and on the communities that they traverse or bypass. Consequently numerous interest groups become Involved in determining freeway locations. Decision makers at the state and federal levels must weigh monetary and non-monetary consequences as seen by the highway agency and, in addition, must consider the Interests and demands of other public bodies, organizations, and individuals, before reaching their decisions. In September of 1971 The Regents' Commission on the Urban University of the 70's Report recommended that:

"... the Commission recommends that UNO bring educational opportunities to the people by further expansion and development of instruction in Program Centers away from the main campus ......... "
