Inherent encryption and anonymity of the Dark Web has facilitated its use for a variety of illegal activities, including the dissemination of child sexual abuse material (CSAM). Detection of CSAM has increasingly turned to automated tools; however, these tools’ reliance on databases of known CSAM limit their flexibility and ability to identify previously unknown CSAM. Currently, it is unknown whether the lack of countermeasures used by CSAM disseminators on the Surface Web translates to the Dark Web. Police officers respond to a variety of calls for service 24 hours a day, seven days a week, including mental-health related emergencies. With deinstitutionalization of individuals with severe mental illness, officers are often the first to be called to contact these individuals when they are in crisis (DeCuir, Lamb & Weinberger, 2002). In 2014, the Santa Clara County Superior Court received a Substance Abuse and Mental Health Services Administration (SAMHSA) grant to improve the efficacy of the Juvenile Treatment Court (JTC) and Court for the Individualized Treatment of Adolescents (CITA) programs by streamlining the referral, screening, and court hearing processes. Receipt of the grant allowed the Superior Court to integrate JTC and CITA to establish the Progress Achieved Through Hope and Holistic Services (PATH2 Services) Court.

However, the capacity of legal services providers and their partners still face daunting challenges when trying to meet an overwhelming need that contrasts with limited resources (McAllister, 2015). Under these circumstances, the quality and effectiveness of immigration legal service providers in delivering their services is a subject of concern for immigrant groups. This qualitative, exploratory study sought insight into how language affects the cultural tourism experience in the international tourism context. Data were obtained through semi-structured interviews of 13 student-travelers, who traveled with the San Jose State University's study-abroad programs. The analysis of the data was carried out within a socio-linguistic context using grounded theory methods. Findings indicated that travel motivations and the perception of significance of the language spoken at a destination were intimately connected.
