Home Safe is a housing program designed to provide permanent, affordable, supportive housing for women and children escaping domestic violence. The project is guided by evidence-based practice for serving this vulnerable population most effectively. This program is also guided by the NASW Code of Ethics. Guiding theoretical orientations include conflict theory and feminist theory. A basic description of the Home Share program is provided along with a discussion about program evaluation techniques and Home Share’s strategies for eliminating housing barriers for women and children escaping domestic violence. Domestic violence is a serious public health problem in the United States; one which has proven intractable to researchers working on theory development and on effective prevention interventions. Although much has been reported from the perspectives of battered women, there are few studies that examine the perspectives of male offenders. In particular, there has been a call for more research on contextual and proximal events associated with incidents of domestic violence from the male offenders’ perspective.

Sparked by personal tragedy, I have explored the domestic violence advocacy and legislative sphere for the past four years while at Syracuse University. Background: Battery intervention programs are an important domestic violence intervention method to study because they focus on understanding the perpetrator’s side of domestic violence and can shed light on the cultural and social forces that maintain domestic violence within society. The problems associated with the civil legal system for women who have experienced domestic violence have been persistent over time and still exist today. The current sociopolitical context in this state frames access to civil legal services either through a means-tested (and underfunded) program (Civil Legal Assistance) or as a privately purchased market service. This leaves a limited amount of low- or no-cost alternatives, which creates a gap in services for those women whose income is too high to qualify for Civil Legal Assistance programs, yet too low to afford to hire a private attorney. Although welfare rolls have declined dramatically since the passage of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) in 1996, many of those parents still receiving Temporary Assistance for Needy Families (TANF) face multiple barriers to employment. In response to a proposed state bill increasing work requirements and imposing stricter time limits, the authors conducted focus groups and interviews in order to learn about the experiences of long-term recipients of TANF in Maine.
