In 2020, almost one in five Nevadans was over the age of 65.[1] However, within this age group, women outnumber men due to longer life expectancies[2] and migration patterns. Women over 65 years of age make up an estimated 18.1% of the female population in Nevada.[3] Of the male population in Nevada, 15.1% are over 65 years of age.[4] Older women are less likely to be married, are less likely to have completed a bachelor’s degree, are more likely to drop out of the labor force, and are more likely to be living in poverty in …

Nevada experienced one of the worst economic downturns in the nation following the onset of the COVID-19 pandemic, which exposed the vulnerability of Nevada workers. In his 2021 State of the State address, Governor Steve Sisolak highlighted aligning the state’s workforce development capacity with community colleges to best leverage federal funding and statewide infrastructure for jobs training and economic recovery. In September 2021, the University of Nevada, Las Vegas (UNLV) reclaimed its status as the nation’s most diverse university, according to U.S. News and World Report rankings. However, despite having such a diverse student body, the institution’s faculty population continues to be predominantly white. This report explores the gap in racial diversity between students and faculty members at Nevada’s two research universities: UNLV and the University of Nevada, Reno (UNR). Policy initiatives such as the Western Undergraduate Exchange (WUE), a regional tuition saving agreement among colleges and universities operating in the western states, have the ability to increase mobility and promote human capital attainment. This brief will be focusing exclusively on how Nevada’s higher education system and related programs, specifically the WUE, can be improved to further attract and attain a higher-skilled workforce. This paper will cover a literature review of brain drain and its effects, investigate Nevada’s relationship with human capital and the WUE, as well as offer policy recommendations to improve attainment.

This paper examines the structure of the Nevada legislature and how interest groups influence the policy making process. In particular, this paper aims to answer the questions of how interest groups are able to make a difference in the legislative process and how those groups are able to gain access to the political environment in the state. By understanding how interest groups advocate for certain policies, the best methods to engage citizens in the political process can be understood. In August of 1999, not too long before narratives of sex trafficking began to dominate prostitution policy debates, the residents of a small town in Nevada debated closing the city’s legal brothels. Citizens crowded the hearing hall, holding signs about protecting family and community values. But instead of opposing prostitution, as one might have expected, most public commenters echoed a sign that read, “Pro Family, Pro Prostitution.” Drawing on an analysis of the testimony of the 51 citizens in attendance at that public hearing and ethnographic data gathered in four visits to Evenheart over a one-year period, this paper examines …

Federal grant funding in Nevada accounts for 19 percent of statewide federal funding, or roughly $3.7 billion a year. Federal grant funding consists of (1) formula based aid and, (2) competitive discretionary grant dollars. In the latter category Nevada is encouraged to substantially improve its performance and secure more federal resources for its citizens.

On October 23, 2009 the Nevada Head Start State Collaboration Office in partnership with the Nevada Institute for Children’s Research and Policy, Head Start State Training and Technical Assistance Office for Nevada and the Nevada Public Health Foundation sponsored the Early Childhood Summit on Comprehensive Services for Homeless Children and Their Families. The Summit brought together 142 professionals working with homeless children and families in Nevada from a variety of different organizations and backgrounds. The goal of the summit was to discuss the problem of families experiencing homelessness and offer solutions to professionals in how to better serve these populations.

On April 14, 2009, approximately 175 individuals from public and private nonprofit agencies across Nevada came together with representatives from national organizations and federal agencies to attend the Nevada Nonprofit’s Children Summit hosted by Senator Harry Reid and co-sponsored by the Nevada Institute for Children’s Research and Policy and the Children’s Advocacy Alliance. Participants gained insight into federal initiatives and discussed practice and policy priorities in the areas of child welfare, juvenile justice and youth homelessness. Assembly Bill 629 of the 2007 Nevada Legislature mandated that a performance audit of Nevada’s child welfare agencies be conducted. This legislation was passed in response to documented concerns regarding the appropriate provision of services by the agencies, including inconsistent data and multiple safety issues.
