During the early months of 2020, the rapid spread of SARS-CoV-2 (COVID-19) had a significant impact on the homeless population. The U.S. Department of Housing and Urban Development, Office of Community Planning and Development defines a homeless person as someone who "lacks a fixed, regular, and adequate nighttime residence" (Henry, et al., 2020, page 2). According to a report conducted by Culhane et al. (2020), the homeless population has a higher chance of being infected by COVID-19 than the general population. The entire San Francisco Bay was once a navigable waterway in the 1850s during the Gold Rush era. Large amounts of sediment from upstream erosion and mining flowed to the bay resulting in the downsizing of the bay’s square miles (Environmental Protection Agency, 2022). As a result of intense development on the bay shores and adjacent lands, the bay faces several challenges that affect its water quality and threatens aquatic ecosystems. This research was designed to evaluate whether HomeFirst Services’ RRH Program has proven to be more effective than traditional approaches in eliminating homelessness for its participants in Santa Clara County, California. Research was based on the Program Satisfaction Survey conducted at the end of the participants’ program enrollment in comparison with data collected for clients in other HomeFirst Services programs. The research question that is being answered from this survey is whether or not the HomeFirst Services RRH Program is fulfilling the clients’ needs. The Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamps, and called CalFresh in California, is the largest federally funded food assistance program in the United States. The program aims to reduce food insecurity and poverty by increasing access to nutritious food for low income eligible individuals (California Department of Social Services [CDSS], 2021a). The program is administered by county offices that are responsible for ensuring that the program is accessible, and that eligible individuals participate. At present the homeless numbers in Santa Clara County are among the highest in the U.S. at 6,556, with 33% of those being chronically homeless. Santa Clara County conducts a Senior Nutrition Program (SNP) in conjunction with the City of San Jose, the Outreach Paratransit Program and local community-based organizations (CBOs) like Sourcewise (Lam, 2015). These programs combined represent a significant investment of public funds, with more than 45% of the SNP program’s funding coming from the county General Fund (Lam, 2015). Such a large financial commitment needs to demonstrate some benefit to the participants, and some positive outcomes from the current program design. The City of San Jose has been working on the Hotel/Motel Supportive Housing Program and Underutilized City-Owned Property project since 2012. The City acquired the Plaza Hotel in downtown San Jose from the Successor Agency to the Redevelopment Authority and leased the property to Abode. Abode converted the rooms into SRO units for the transitionally homeless and occupancy is expected in July of 2017. The program is estimated to operate for five years before it is torn down. The project is unique, as the city has never had a hotel/motel conversion program tailored towards transitionally homeless adults.
