The deminer was investigating the signal and excavating by sitting/squatting position and his prodder/bayonet detonated the PMN mine. The evidence on site shows that the excavation of the signal started from the first mark, and not 30cm back from the indication. The bayonet directly touched the mine causing a detonation. This indicates he was not conducting operations with the correct procedure.

On January 23, 2004, President Bush signed the DC School Choice Incentive Act into law. This landmark piece of legislation included $14 million in funding for what would become the DC Opportunity Scholarship Program (OSP). The OSP is the first federally-funded K-12 scholarship program in the country and was designed to provide approximately 1,700 children from low income families with tuition scholarships worth up to $7,500. The scholarships cover the costs of attending nonpublic schools within the District of Columbia that agreed to participate in the Program. Despite the high educational and occupational attainment—and considerable talent—of women in Massachusetts, the state ranks just 22nd in the nation on women's overall share of top executive, legislative, and judicial posts, compared to their share of the population. The goals of this study were to (1) calculate the percentage of women holding senior-level positions in state government at these four points in time; (2) analyze the distribution of appointments by type of position and executive office; (3) provide possible explanations for the status of women’s representation in these positions; and (4) offer recommendations that will serve to promote the appointment …

Cracking Silent Codes: Critical Race Theory And Education Organizing, Celina Su
Publications and Research
Critical race theory (CRT) has moved beyond legal scholarship to critique the ways in which “colorblind” laws and policies perpetuate existing racial inequalities in education policy. While criticisms of CRT have focused on the pessimism and lack of remedies presented, CRT scholars have begun to address issues of praxis. Specifically, communities of color must challenge the dominant narratives of mainstream institutions with alternative visions of pedagogy and school reform, and community organizing plays an important role in helping communities of color to articulate these alternative counter-narratives. Yet, many in education organizing disagree with CRT's critique of colorblindness. Drawing on five …

In the United States, it is generally assumed that getting a job is enough to make ends meet. But, in today’s labor market, where nearly a quarter of jobs pay low wages and offer no benefits, this couldn’t be further from the truth for millions of workers and their families. Work supports—programs to assist working families to access basics, such as health care, child care, food, and housing—are supposed to fill in the gaps for families, helping them to afford a safe and decent standard of living. The Bridging the Gaps (BTG) project finds that work supports work for the …

In the United States, it is generally assumed that holding a steady job is enough to make ends meet. But, in today’s labor market, where nearly a quarter of jobs pay low wages and offer no benefits, this couldn’t be further from the truth for millions of workers and their families. Most workers do not make ends meet on their wages alone. Upper- and moderate-wage workers are not “selfsufficient” as most receive on-the-job benefits, such as employer-provided health insurance or paid sick days, and are eligible for unemployment or disability insurance if they need it. Workers in low-wage jobs find …
