Alternative Approaches To Police Interventions When Responding To Mental Health Crises Incidents, Karen Rivera Apolinar

Purpose: This study explored mental health workers perspectives on alternative approaches in responding to mental health crises.

The study was carried out in Southern California, in collaboration with mental health workers who currently work or previously have worked in mental health crisis. It adopted a post-positivists paradigm and data was gathered through individual interviews with mental health workers who have direct experience with mental health crisis response in the community and with the police. The twenty participants in the study were men and women working in the mental health field, and of various backgrounds, licensures, and ages.

In 2015, Baltimore city erupted after the death of Freddie Carlos Gray. He was a 25-year-old who was forcibly placed into the back of a police van and after riding in the van, sustained several injuries that resulted in his death. After the video footage was shown to the public, a tension bubbled in the air that cause what seemed like weeklong protests and riots. There are 13.1 million adults living with serious mental illness (SMI) in the United States. It is estimated that 356,000 people with SMI are incarcerated in the United States. Many advocates believe that police reform/alternatives to traditional policing could assist in lowering incarceration rates among persons with SMI, and improve outcomes for both the officer and the person with SMI during police contact.

This paper explores the rise and impact of police officers in schools, frequently referred to as School Resource Officers or SROs. In addition to attempting to delegitimize the common explanation that school shootings necessitate SROs and their ongoing presence, the paper goes on to outline two under-researched drivers of SROs. These are the immense underfunding of public K-12 schools which forces a search for additional sources of revenue alongside an ongoing effort to suppress student movements and control students of color. An increasing number of studies show that people employed as first responders in high trauma service jobs tend to experience a high level of stress, at work and after hours. Studies suggest that constant exposure to job related stress leads to both physical and mental dysregulation. This study looks at the effects of implementing mindfulness tools and techniques to those working in law enforcement. Other works on this topic report mindfulness as a successful tool to increase wellbeing to a broad spectrum of populations.
