Several decades of study have established an understanding that media have a unique power to influence the perspectives and worldviews of audiences. This phenomenon has been explored through the lenses of Social Learning and Cultivation theory, wherein media appeal to base human tendencies of self-preservation and teaches audiences how to maximize rewards for their actions by acting as a sort of instructor or friendly warning from members of the community. Structural racism has taken many forms throughout American history and to this day continues to drive social, economic, and health inequalities. Mass incarceration is a modern tool of social marginalization with well documented and deep-rooted racial inequalities. Research has continually shown that mass incarceration negatively impacts the health of disadvantaged communities. Even police stops, the most common and mundane form of criminal justice contact has been linked with deleterious health outcomes at the individual and community level. This study explored how selected returning citizens in Baltimore who experienced the Freddie Gray Uprising of 2015 quelled community violence, stopped looting, and cleaned up the community in the aftermath made meaning of their experiences of the unrest. The central purpose of this study was to collect and analyze the life stories of returning citizens in Baltimore who experienced the Uprising. These men who had been incarcerated for between 5 and 20 years responded to government officials who called on them to quell violence in their neighborhoods that stemmed from the in-custody homicide of Freddie Gray.

This dissertation explores whether and how the re-election prospects faced by trial court judges in many American states influence criminal justice policy, specifically, state levels of incarceration, as well as the disparity in rates of incarceration for Whites and Blacks. Do states where trial court judges must worry about facing reelection tend to encourage judicial behavior that results in higher incarceration rates? And are levels of incarceration and racial disparities in the states influenced by the proportion of the state publics who want more punitive policies? The United States leads the world in incarceration with just over 2.2 million people in state or federal prisons or local jails in 2014 (Bureau of Justice Statistics 2016). In October 2017, the city of Worcester began a three-month pilot program that worked to divert youth charged with domestic assault and battery crimes away from the criminal justice system and towards restorative services. Studies show that incapacitation, especially of low level offenders, does not reduce crime or produce better outcomes for individuals, families, or communities. Thus, it is essential to explore alternatives, such as diversion programs, that work to downsize the prison population, target the factors contributing to delinquency, and rehabilitate rather than purely punish offenders. Rehabilitation has been a staple of the prison system in the United States since the 1700s. The idea that a criminal could be resocialized into a functioning individual in society has been the basis of the prison systems since they first began. Rehabilitation is always evolving in the criminal justice system and being improved to have more impact on recidivism rates. In this project, I examine the cultural and structural explanations for different forms of rehabilitation over time. I found that rehabilitation at various points has been influenced by religious, medical, psychiatric, and sociological understandings of crime.

Since that time, researchers have sought a different model of policing that would prove more effective in crime reduction. Specifically, this thesis is a look into rap lyrics, subculture, policy, reflexivity and the formation of the social self. In a broader vision, this thesis attempts to mold a theoretical pathway that illuminates where our cultural products "come from," not historically, but socially. Through the vehicle of rap lyrics I attempt to show that there is a historical and social structure that molds, limits and contains the very possibility of what music and lyrics can come to be.
