Citation studies in law have shown a significant citation advantage for open access legal scholarship. A recent cross-disciplinary study, however, gave opposite results. This article shows how methodology, including the definition of open access and the source of the citation data, can affect the results of open access citation studies.

The present research paper pertains to the bibliometric analysis of literature on Artificial Intelligence during the year 1986-2015. The main objectives of the research work are to explore the academic research/review publication contributed by the Scientists and Subject experts from the Engineering background. The data/information used in this study has been proclaimed from the online database “Scopus”. The following terms were used as keywords to retrieve the data from the “Scopus” are (TITLE-ABS-KEY-AUTH (artificial intelligence) AND PUBYEAR > 1985 AND PUBYEAR < 2015 AND (LIMIT-TO (SUBJAREA,"ENGI”))). The study has revealed and discussed on the major parameters of yearly publication, citation pattern, a bibliographic form of publication, highly contributed authors, top-ranking authors, etc. The foremost results of our study have found that during the study period 2676 research publications were contributed by the Indian authors in the Engineering discipline.

This issue of Library Technology Reports (vol. 55, no. 8), “Blockchain in Libraries,” examines the application of blockchain in libraries. Blockchain technology has the ability to transform how libraries provide services and organize information. To date, most of these applications are still in the conceptual stage. However, sooner or later, development and implementation will follow. This report is intended to provide a primer on the technology and some thought starters. Over the last thirty years, digitally-networked technologies have disrupted traditional media, turning business models on their head and changing the conditions for the creation, packaging and distribution of content. Yet, scholarly communication still looks remarkably as it did in the pre-digital age. The primary unit of dissemination remains the research article (or book in some disciplines), and today’s articles still bear a remarkable resemblance to those that populated the pages of Oldenburg’s Philosophical Transactions 350 years ago. Why GAO Did This Study --Research and development helps catalyze breakthroughs that improve the overall health and wellbeing of our society. Federal research and development expenditures averaged about $135 billion annually for fiscal years 2015 to 2017. According to OSTP, providing free public access to federally funded research results can improve both the impact and accountability of this important federal investment. In February 2013, OSTP directed federal agencies with more than $100 million in annual research and development expenditures to develop a plan to support increased public access to the results of federally funded research.

When news broke early in 2019 that the University of California had walked away from licensing negotiations with the world’s largest scholarly publisher (Elsevier), a wave of triumphalism spread through the OA Twittersphere. The talks had collapsed because of Elsevier’s failure to offer UC what it demanded: a new-style Big Deal in which the university got access to all of Elsevier’s paywalled content plus OA publishing rights for all UC authors – what UC refers to as a “Read and Publish” agreement. In early 2016, an elderly couple came into UNM’s Center for Southwest Research & Special Collections determined to donate six hide-covered books to the archives. They confessed they did not know their contents and that even though the books were in the care of the family for many years, they thought UNM would be a suitable place for them to be preserved and studied. I immediately realized that these antique books were the long lost baptismal, marriage and burial registers (1777-1861) from the Mission Church of Santo Tomás Apóstol de Abiquiú and that the rightful repository for them was the …

Plagiarism is an academic misconduct in which a person use or steals others intellectual property and presents it as own. This paper indicates about the perception of Central University Haryana students towards plagiarism. It is observed that the issue of plagiarism is a matter of great concern in higher educational institutions. This survey study was conducted on 150 post graduate level students of central university of Haryana where student’s perception towards plagiarism was assessed on the basis of a questionnaire. The Fair Open Access Alliance (FOAA) is pleased to present its Breakdown of Publication Services and Fees. A few years ago, FOAA invited several publishers and platforms in a consortium to formulate a response to the ORE call. Members of that group continued to meet informally to discuss the future of academic publishing in Fair Open Access. It is critical for academic leaders to acknowledge that data and its uses play a central role in the operations and the future of their institutions, and take control of how it is managed as a strategic asset.

But OER and affordability programs vary widely in scope, funding, and strategies, described in articles, book chapters, and news stories. At Grand Valley State University, library OER supporters faced this situation when our faculty senate established a task force to identify university-wide strategies for OER and affordable course materials.
