Latinos In Massachusetts: Chelsea, Phillip Granberry, Vishakha Agarwal

Chelsea is home to an estimated 26,794 Latinos according to the 2015-2019 American Community Survey. They represent two-thirds (67%) of the city’s population. Only Lawrence, which is 81% Latino, has a larger share of its population Latino than Chelsea does. Whites are the next largest ethno-racial group with 21% of the population. Blacks and Asians each make up less than 5% of city’s population. The Latino share in Chelsea is also larger than Latinos' statewide share, which is 11%.

This report focuses on the critical role that small business owners and entrepreneurs play in the socioeconomic development of a predominantly Latino community like Chelsea, Massachusetts.

This report compiles the key findings and recommendations that resulted from conducting a qualitative study with small business owners and other individuals who play important roles in advocating for and supporting this community. The mission of the Gastón Institute at UMass Boston is to inform policymakers and the public about issues vital to the state’s growing Latino community and to provide research, analysis, and information necessary for more effective public policy development. The Gastón Institute has a long track record of conducting collaborative mixed-methods research in Chelsea, especially with Latino immigrants from Central and South America. For example, in 2008-2010, Gastón researchers worked with Chelsea Public Schools to evaluate family literacy programs at five schools. Having an accurate count of the city of Chelsea’s Latino population will require strategic organizing by government officials and community leaders. If there is an undercount of the population, especially of immigrants who live in Chelsea, there will be long-term and potentially devastating effects on the city’s political power and less federal funding to address the needs of its Latino majority. This report provides an update on the participation of Latin@s in city government in Chelsea and Boston. Since 2001 several studies have documented a severe underrepresentation of Latin@s in policy-making bodies in government institutions that affect their lives (e.g., Hardy-Fanta, 2002; Uriarte, Jennings, & Douglas, 2014). The Silent Crisis, the 2014 study (Uriarte et al., 2014) commissioned by the Greater Boston Latin@ Network, found significant under-representation of Latin@s in the city governments of Boston, Chelsea, and Somerville. In each of the three cities, the representation of Latin@s in the population far outpaced their role in the municipal governments.

This report provides a descriptive snapshot of selected economic, social, educational, and demographic indicators pertaining to Latinos in Chelsea. As one of the smallest municipalities of the Commonwealth in terms of land area, Chelsea is home to an estimated 22,484 Latinos. They represent about three fifths (60.9%) of the city’s population, the largest percentage of any ethno-racial group in the city.

The Silent Crisis: Involving Latinos in Decision-Making & Why Latino Representation Matters provides a measure of the economic, social, and political inclusion of Latinos at mid-decade in three cities of the Commonwealth where about one fourth of the state’s Latino population lives. Often wrongly referred to as a “new population,” Latinos have been present in Massachusetts since the end of the 19th century, arriving in large numbers beginning in the 1960s and 1970s and growing to nearly 630,000 persons (9.6% of the population) by 2010.
