Welfare drug testing was authorized by the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996, and has subsequently garnered extensive legislative interest in numerous states. This policy raises several questions, which are the subjects of the two journal articles and one manuscript included in this dissertation.

The first article addresses the question of a possible confluence of War on Drugs and Welfare Reform policies as evidenced through welfare drug testing policy, and indicated by continuity in policymakers’ rhetoric. Since the 1970s US drug policy has focused on harsh punishments for drug offenders. A wealth of research indicates that the social and political context of the drug policy discourse is a greater factor in determining drug policy than rising rates of drug use or drug-related crime. While considerable research has examined the factors driving federal drug policy, fewer studies have examined drug policy at the state level. Despite the many benefits associated with policy advocacy, many nonprofit organizations do not lobby. Recently, scholars have called attention to the possibility that the vagueness and ambiguity of the term lobbying may hinder policy advocacy activities, though few studies have systematically explored the relationship between nonprofit professionals' perception of this term and political activity. This study explored the social construction of the term "lobbying" by examining nonprofit leaders' beliefs, attitudes, and behaviors surrounding lobbying activities. This paper utilises Policy Design Theory to evaluate policy tool design and selection in Ireland in order to look beyond policy goals and rhetoric to the meanings and assumptions within policy design. A review of the Community Childcare Subvention Scheme (CCSS) reveals it to be an ‘incentive’ tool that is structured around a negative social construction of the target populations as ‘dependants’ with little capacity to solve their own problems. While immediate policy objectives are met through the design of the CCSS, if viewed in a wider context of overall national policy objectives a range of negative side-effects are evident …
