The gap between “urban legends”—such as, “no one works in inner-city neighborhoods”—and urban realities is wide, and often the private marketing data that people rely on to provide accurate neighborhood information actually exacerbate these myths. These marketing data have several problems. They are often based on infrequently updated Census information that undercounts central city residents; they make misleading generalizations (e.g. crime statistics are not based on the number of crimes committed in the neighborhood but estimated from the “type” of people living there); and they fail to review local data for trend analysis, thereby missing many positive developments in cities. …

Research on the progress of welfare reform commonly relies on multi-year state and national evaluations and surveys, leaving city officials and practitioners hungry for data on the immediate impacts of welfare changes on their inner-city neighborhoods. This study describes the Milwaukee neighborhood indicators project, an effort directed by the Employment and Training Institute, which tries to fill this information gap. Using a variety of geographically specific data sources from state, county, and city agencies, the project provides a more timely set of economic indicators for the city of Milwaukee and its neighborhoods than do other sources. The Employment and Training Institute prepared this manual on how to conduct job vacancy surveys was prepared under contract with the Employment and Training Administration of the United States Department of Labor (#X-6752-8-00-80-60) so that state and local policy makers can benefit from the experience of the Milwaukee project and previous job openings surveys conducted in the United States and other countries. Comparisons of institutional data and the U.S. census estimates for the same or similar time periods revealed a large undercount of AFDC recipients. For both the CPS and decennial census surveys, respondents are asked to recall earnings and other sources of income for the previous calendar year. As a result, income reporting to the Census Bureau is subject to memory error and under-reporting. Errors due to under-reporting are most pronounced for income not derived from earnings (i.e., public assistance, interest, dividends). Discrepancies between U. S.
