Government Regulation And The Cost Of Housing, Murray L. Weidenbaum Dec 1977

Government Regulation And The Cost Of Housing, Murray L. Weidenbaum

Murray Weidenbaum Publications

One of the important factors in the rising prices in the housing market is the array of government regulations facing land developers, homebuilders, and financial institutions. Not all government regulation is bad, but the costs are often simply passed along to the consumer, essentially as a "hidden tax." This paper examines the various effects of housing regulation and outlines the procedures for change.

Government Regulation And The Slowdown In Innovation, Murray L. Weidenbaum Oct 1977

Government Regulation And The Slowdown In Innovation, Murray L. Weidenbaum

Murray Weidenbaum Publications

The excessively rapid expansion of government regulation of business is slowing down the rate of innovation and scientific progress in the United States. The answer is not to eliminate all forms of government regulation, however. Rather, the sensible approach is to reform the existing array of regulation so as to achieve important social objectives with fewer of the adverse side effects.

Discourse Management: Key To Policy Development, Joseph R. Steiner

The Journal of Sociology & Social Welfare

Skills in discourse management are necessary in order for democratic policy development groups to be productive. These skills, like other skills, are developed by practicing their utilization. A general cognitive framework, however, can assist one in this development. This paper develops and then describes the use of such a general framework.

Ddasaccident073, Hd-Aid

Global CWD Repository

The victim worked as a medic attached to the Engineer Corps. At the scene of the accident there was a store of mines and ordnance for defence of the Zimbabwe border. Enemy troops had taken some of the mines and laid them on the Zimbabwean side. A soldier stepped on a mine and the victim went to the site and treated the casualty. Global CWD Repository

The victim was breaching the minefield from the Rhodesian side in order to retrieve sensitive equipment left on the other side by the Rhodesian Airforce. He was crouching down using an 18-inch ".303" bayonet to prod the ground in order to find safe places to put his feet. When he was 10-15m inside the minefield he prodded onto a R2M2 mine that exploded. The victim believed that rainwater had caused the mine to flip onto its side at right angles to its normal position.

Determinants Of Old Age Assistance In The American States, Roger A. Lohmann Jun 1977

Determinants Of Old Age Assistance In The American States, Roger A. Lohmann

Faculty & Staff Scholarship

A large body of research evidence has accumulated in the past two decades dealing with the question of variations in state-level public expenditures in the United States. Variations among the states in public welfare expenditures are the most outstanding exception with regard to the explanation of state governmental expenditures. This study explores the reasons that public welfare is so unlike other public expenditures, outlines the principal findings of other studies bearing on this question, and reports findings explaining at least part of the observed variations in the expenditure patterns.

Public Affairs, Community Service And Personal Care: The Three Faces Of Social Work, Roger A. Lohmann

Faculty & Staff Scholarship

This paper was written for a faculty seminar at the School of Social Work, University of Tennessee, Knoxville, where at the time the author was an Assistant Professor. It makes the case that contemporary social work at the time was an uneasy mix of three very different approaches: A public affairs perspective addressing broad social policy issues; a community services perspective extending to agency management, planning and financing; and a personal care perspective built on psychotherapy, social casework and group work. At the time, many schools of social work were struggling with a legacy of strong support for the personal …

The Case For Tax Loopholes, Murray L. Weidenbaum Mar 1977

The Case For Tax Loopholes, Murray L. Weidenbaum

Murray Weidenbaum Publications

Contrary to popular belief, tax expenditures or "loopholes" can in fact be useful. Given that the prompt elimination of large government deficit financing and pervasive government regulation is unlikely, tax expenditures may serve as a more sensible, second-best alternative. Indeed, tax expenditures (or incentives) may serve a variety of public purposes, ranging from promoting business investment to encouraging private, voluntary organizations. Typical tax expenditures tend to benefit the middle and lower income groups and should be considered an important alternative to achieve important government objectives.

Understanding The Health And Social Service Needs Of People Over Age 65, Laurence G. Branch Jan 1977

Understanding The Health And Social Service Needs Of People Over Age 65, Laurence G. Branch

Center for Survey Research Publications

The complexity of the issues involved with providing appropriate health care and social services from the appropriate setting to people over age 65 can hardly be overstated. One of the present debates in the field focuses on the value of institutions as the customary setting for providing health care; the arguments are based on considerations of economic efficiency and the recipient's quality of life. Some of the debators suggest deinstitutionalizing as many of the health care recipients as possible, while simultaneously upgrading the quality and quantity of home based support services. The logic of deinstitutionalization is often buttressed by claims …

Regulation And Competition In The Motor Transportation Industry, Richard F. Hoogerwerf Jan 1977

Regulation And Competition In The Motor Transportation Industry, Richard F. Hoogerwerf

Graduate Thesis Collection

Evidence exists today which indicates that our present motor carrier regulatory system, rather than "protect the public interest", might actually inhibit the efficient provision of transportation services to the economy. Accepting such a view of the regulated motor transport market as valid, this thesis could serve as a model from which legislators might begin to re-write our motor carrier act. It is assumed throughout this work that such an undertaking is well overdue. The possible use of this thesis for such a purpose is its primary justification for existence.

In order to serve as a basis for such a legislative …

The most expensive sectors of federal regulatory activity are not focused on an individual industry, but are assigned to a broad category of social activities like the environment, energy, and consumer health and safety.

Business Policy And The Public Welfare, Murray L. Weidenbaum Jan 1977

Business Policy And The Public Welfare, Murray L. Weidenbaum

Murray Weidenbaum Publications

It is not a question of advocating for the elimination of all government intervention in the economy, as many government programs do generate important benefits to the public. This paper calls for a new way of thinking in public policymaking. This new paradigm must simultaneously help to achieve the nation's social goals while allowing business to pursue more efficient production of better goods and services.

The Warfare-Welfare Tradeoff: Health, Public Aid And Housing, Kathleen Peroff Jan 1977

The Warfare-Welfare Tradeoff: Health, Public Aid And Housing, Kathleen Peroff

The Journal of Sociology & Social Welfare

It is a truism that resources devoted to defense are unavailable for nondefense purposes. Investment in defense takes place partly by reducing civilian spending on consumer and capital goods through tax rates that are higher than they would otherwise be and partly by reducing government spending on non-defense programs. The purpose of this paper is to test for the existence and magnitude of the latter tradeoff over the years 1929-1971 in the United States. In particular, the analysis concerns the tradeoff between defense and three social welfare policies: health, public aid and housing. In addition, the analysis examines whether these …
