This study used a mixed methods design to explore the geographic mobility of homeless service users in northeastern New York State and the relationship between mobility and homeless service use, engagement, and delivery. For the quantitative component, a sample of Homeless Management Information System (HMIS) data—that includes adults accessing homeless services in 2017 across 21 counties in northeastern New York State—was used to describe service users’ mobility and the demographic, background, and service use characteristics associated with mobility. Over 71% of American homeless individuals are adults over 25 years of age, and the numbers are increasing. Approximately 25% of homeless individuals own a companion animal (CA). Because most service providers do not allow CAs within their facilities, the current $60.2 billion dollar national budget for homeless resources may be underutilized or forfeited altogether by homeless adults with a CA. Part of the problem is children who grew up in the shelter system and then returned as adults, a phenomenon known as 2nd-generation homelessness. Literature indicates that no researchers have interviewed second-generation homeless adults about their experiences. As a result, the federal government has invested in funding Transitional Living Programs (TLPs), though it is not clear whether these programs have achieved the intended outcomes of helping youth transition from homelessness to being able to sustain employment and avoid poverty through access to educational and workforce programs. This study explored two "enhanced" service and housing models for homeless persons in the U.S.-Mexico border and in New York City. From data collected in both regions, this study examined the relationship between homeless recidivism and the provision of services. The results suggest that services alone have minimal impact in reducing homeless recividism. This study also reviews the relationship between homelessness and poverty. To evaluate this interconnection, a socio-historical analysis was presented reviewing the application of poverty theories from the last two centuries, to policy-driven approaches with aims to treat indigence, poverty, inequality and more contemporary homeless issues.
