In policy sciences, data have traditionally been a tool used by scientists and technocrats to guide state policy. Boundaries around what counts as data generally fall along traditional understandings that data are neutral, objective, and abstracted from individual bodies and experiences. Unfortunately, this understanding of data has a history of perpetuating harmful social hierarchies and, especially in the era of “big data”, mirroring our racial and gendered prejudices (Kitchin, 2014). The World Happiness Report is released every year, ranking each country by who is “happier” and explaining the variables and data they have used. This project attempts to build from that base and create a machine learning algorithm that can predict if a country will be in a “happy” or “could be happier” category. Findings show that taking a broader scope of variables can better help predict happiness. Policy implications are discussed in using both big data and considering social indicators to make better and lasting policies.

Student performance data reporting between traditional public schools (TPS) and public charter schools (PCS) is not uniform and cannot easily be compared by enrolling parents. The purpose of this quantitative study was to determine if achievement scores of students in TPS and PCS can be used to uniformly compare student performance. The theoretical base for this study was contingency theory by Fiedler. The research question sought to answer if academic outcomes in TPS were statistically significantly different from PCS in English/ Language Arts for Elementary school students.
