The state of Vermont faces increasing risk of costly damage from catastrophic flooding events as climate change increases the frequency of heavy rains and cumulative precipitation. In addition to increasing flood inundation risk, extreme precipitation events are leading to high rates damage from fluvial erosion—erosion caused by the force of floodwater and the materials it carries. As in all U.S. states, flood hazard governance in Vermont is shared by multiple levels of government and involves a complex compliance model that relies on local governments to regulate private property owners to achieve community, state, or federal goals.

Argentina’s new non-binary ID cards (DNI in Spanish) were highly celebrated when they were announced in July 2021 via a presidential decree. Government agencies had until November 18th to update systems and databases to include the new gender marker “X.” But that didn’t happen, so those with the non-binary DNI are unable to access essential services. The Argentine government cited the national 2012 Gender Identity Law, which guarantees a DNI that fully reflects a citizen’s gender identity, as the basis for the measure. Head Start (HS) is federally funded early childhood development program that provides services, including daycare and parenting classes for low-income families. However, debates exist over its efficacy in improving child development outcomes throughout the child’s life course. This research aimed to review the evidence that Head Start improves parenting skills, which, in turn can foster improved health through a systematic review of recent empirical literature on Head Start and parenting. Due to the technical experience in the production of biofuels and the availability of sugarcane straw and bagasse, the country has a great potential to commercially produce second-generation ethanol (E2G) (Nyko et. al., 2010). The Arkansas National Guard Tuition Assistance (NGTA) program was created to recruit and retain Arkansas National Guardsmen by providing college funding regardless of Armed Services Vocational Aptitude Battery (ASVAB) test scores. The funding provided up to 100% of tuition costs at any Arkansas public college or university and was effective between Fall 2017 to Fall 2019. The approval process included collaboration between the Arkansas National Guard Education Office, the Arkansas Department of Higher Education, and the institution of higher education Guardsmen attended.

Physicians across the United States are burdened with the pressure of accurate coding while trying to maintain quality patient care. Despite the economic importance of coding accuracy, investigators have not reached consensus on the factors that contribute to coding errors. This study fills this gap by investigating physician characteristics that explain the variation in physician coding accuracy, specifically evaluation and management upcoding and downcoding errors. An electronic survey was distributed to 325 physicians that measured physicians’ attitudes towards risk and coding self-efficacy. Regression analysis found physicians with low self-efficacy had more conservative coding behaviors, resulting in higher incidences of downcoding. …

The relationship between food insecurity and race is examined in this thesis. The author analyzes the history and background of food and race in Mississippi to bring about a recommendation to change policy. An analysis of USDA data as well as a spatial analysis was used as the primary method for investigating the relationship between race and food insecurity in Mississippi. The findings indicate that, in the urban setting, at ½ mile, 61% of whites are food insecure, and in the urban setting, at the 1 mile, 64% of whites are food insecure. This cross-sectional study surveyed a convenience sample of 10 unaccompanied youth attending school within an independent school district. Data were collected using a social worker’s case load during the spring semester of 2020, during the COVID-19 global pandemic. In 2018, there were 13,600 opportunity youth in Rhode Island, many are low-income, young people of color historically excluded from educational and career pathways. This study investigates why sanitation outcomes vary across urban poor communities in Delhi, India. Unequal access to quality sanitation has serious implications for the health, dignity, and economic well-being of the poor and public health in general due to risks of environmental contamination. For this multiple-case study, a sample of 15 communities is drawn from slums, public housing, homeless shelters, and the streets. This study explores the role of municipal governance in municipal-level stabilization of inner suburbs in St. Louis County, Missouri. The data, from 1970 to 2015, include a robust collection of official government archives collected from five municipalities in St. Louis County, historical documents, city-state-national statistical data, and related materials. Interviews of 25 stakeholders were conducted and data were analyzed based on the community power structure framework.

Public opinion polls find Americans are often evenly split in support of the ACA. This dissertation explores the roles of self-interest, group identity, and racial resentment on attitudes toward the ACA and healthcare reform. The dissertation centers our attention on variation by race and the impact racial tensions beyond the Black-White paradigm on these attitudes. Consumer socialization literature has focused on individual socialization agents and their isolated effects. However, as John (1999) pointed out, children do not grow up in a social vacuum. Instead, the multitude of agents socializing children find their narratives interacting and their effects continually shaped and co-created. To understand how school-age children learn about food, I interrogate the complexity of socialization in three essays.
