During Fiscal Year 2013, the first year of the Massachusetts Community Mediation Center (CMC) Grant Program, 15 community mediation centers across the state were awarded state operating grants. This report documents and evaluates the progress of the CMC Grant Program towards its goal of expanding the use of community mediation as an affordable public service for Massachusetts citizenry. The status of program implementation is analyzed, and the program’s success is assessed through its impact on the stabilization and effectiveness of the funded community mediation centers as measured by, among other things, their delivery of high quality mediation services, efforts to …

CMS contracted with RTI International to monitor the implementation of all State demonstrations under the Financial Alignment Initiative, and to evaluate their impact on beneficiary experience, quality, utilization, and cost. The evaluation includes an aggregate evaluation and State-specific evaluations. This report describes the State-specific Evaluation Plan for the Massachusetts demonstration as of December 16, 2013. The evaluation activities may be revised if modifications are made to either the Massachusetts demonstration or to the activities described in the Aggregate Evaluation Plan (Walsh et al., 2013). This report describes implementation of the Homelessness Prevention Project of the Family-to-Family Program in Boston over nearly three years: January 1, 2011 and October 31, 2013. The project intended to help families to avoid imminent loss of their housing units. It selected participants that had good prospects for long-term housing and income stability. Project staff thought that modest financial assistance plus case management would enable these families to regain and perhaps even improve their personal and economic circumstances. The Oak Foundation provided major financial support for the project.

From that bipartisan discussion emerged policy priorities for the 77^th Session of the Nevada Legislature. This report examines the degree to which the region’s elected senators and assembly members advanced these priorities and represented the interests of Southern Nevada in state government.

The 13MSP was a formal meeting of the 161 States which have accepted the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction. It was held in accordance with Article 11 of the Convention and pursuant to the decisions of the 2009 Second Review Conference and the 2012 Twelfth Meeting of the States Parties (12MSP).

Sibling relationships are some of the longest-lasting relationships people experience, providing ample opportunities to build connections across the lifespan. For siblings and people with intellectual and developmental disabilities (I/DD), these connections take on an increased significance as their families age and parents can no longer provide care. This paper presents findings from a qualitative study that addresses the question, “How do siblings support each other after parents no longer can provide care to the person with I/DD?” Findings in this study suggest that siblings with and without disabilities experience reciprocity as a transitive exchange, which occurs through the creation of …

The four Explosive Ordnance Disposal Marines were clearing the range of unexploded ordnance and consolidating it as part of an annual training exercise, according to a Marine report about the results of the investigation. The Marines moved 40-millimeter rounds into one area surrounding an M60 105-millimeter white phosphorous round that could not be safely moved, the investigation found. They were moving rounds from the consolidation point to the demolition pit when one of the rounds exploded in the demolition pit, causing the other 40- millimeter rounds at the consolidation point and the demolition pit to explode, the investigation found.

The importance of international organizations to the development and diffusion of international policy norms is widely recognized but is increasingly tempered by an appreciation of the pathologies of policy transfer. Using a case study of the OECD’s campaign to promote transparency in global tax affairs, this paper identifies a new and relatively distinctive form of dysfunctional policy transfer. Specifically it argues that international organizations face bureaucratic incentives to promote weak or lowest common denominator standards in order to maximize their prospects of brokering successful international agreements. The estimation of the “dark figure” for any crime (the number of actual instances of a specific crime committed minus the reported cases of that crime within a population) has primarily rested on the ability to conduct random sample crime surveys. Such surveys are based on the assumption that victims experience crimes that are discrete, time-bound, and of relatively short duration. The crime of enslavement, however, presents a special challenge to estimation because it is of indeterminate duration. This challenge is compounded by the fact that victims of slavery are also often isolated by the stigma linked to sexual assault, …

This report presents the results of the 2013 Taking Charge initiative sponsored by the City of Lincoln. This was the sixth year of Taking Charge activities, and included an online survey and a half-day, face-to-face, Community Conversation. Unlike previous Taking Charge activities, which focused narrowly on the immediate concerns of an impending budget proposal (e.g. which specific programs should be funded or discontinued to maintain a balanced budget), this year’s efforts focused more broadly on strategic planning for the City’s future budget policy priorities.

A Boston based non-profit and a team of public policy PhD students engaged in several months of collaborative problem identification and goal setting focused on the effectiveness of the organization’s unique service delivery model. The nonprofit uses volunteer advocates and a goal-oriented process with no eligibility criteria to assist clients in distress. We collected administrative data, administered a survey, and conducted interviews to explore client well-being.

More than 90 percent of bills introduced in the U.S. House never make it to a floor vote, and far fewer are enacted into law. Since legislative gridlock is much more common than legislative action, in order to understand policy outcomes, it is critical to know why bills are obstructed. Gridlock occurs when a legislator (or group of legislators) wants to block a bill, and has the procedural right to do so. A global health treaty, a Framework Convention on Global Health (FCGH)–grounded in the right to health, with the central goal of reducing immense domestic and global health inequities–could serve as a robust global governance instrument to underpin the United Nations post-2015 Millennium Development Goals (MDGs). The most prominent American mergers have been Jacksonville, FL; Indianapolis, IN; Nashville, TN; and Lexington, KY.
