It had been raining a lot one day before, then the ground became less hard and slippery. The truck drove on the usual track that both vehicles used to pass without any problem but due to the slippery ground conditions, the land cruiser escaped from the usual track and it activated a MAI-75 AP mine with its right rear wheel which caused an immediate explosion. This happened inside the cleared area, approximately 287 metres from the beginning of the road (at that time, 4700 metres had already been cleared).

The United States first became involved in humanitarian demining in 1988 when it sent a team to assess the landmine situation in Afghanistan. Five years later, U.S. demining-related programs were underway in Afghanistan and seven other countries. By the end of 2001, we will have provided more than $500 million to 38 countries, as well as the Province of Kosovo and northwest Somalia, for various humanitarian demining efforts such as deminer training, mine awareness and mine clearance, as well as orthopedic assistance to, and socioeconomic reintegration programs for, landmine accident survivors and their families. This special issue is fortunate in its timing. The topic of public perceptions of the courts is having a rare moment in the limelight thanks to the drama of Florida’s ballots and what can count as a vote (or what opportunities there are for recounting ballots) in the U.S. Presidential election. The outcome of the political election seemed to rest on successive decisions by the judicial system: in particular, Florida’s trial and appellate courts, the federal court of appeals, and ultimately the U.S. Supreme Court. Each of these courts addressed the propriety of electoral ballot counts for Presidential candidates in …
