Local law enforcement agencies are charged with the responsibility to prevent terrorist events in the United States, including the emerging threat of homegrown violent extremism. Without the use of the terrorism prevention tool of information sharing, with other applicable state and federal law enforcement agencies, there continues to be a breakdown in the ability to prevent terrorist events, especially those associated with homegrown violent extremists, in the United States. There is a problem in the United States national security enterprise related to the National Guard’s organizational responsibilities to state and federal governments, and it was unknown whether this hybrid structure caused capabilities to diverge between pre-9/11 and post-9/11 national security priorities. This quantitative study’s purpose was to investigate the use of Congressional funding to determine how and to what degree the National Guard’s capabilities diverged from the United States national security priorities from pre-9/11 to post-9/11 periods. An assessment of a 16-year period since the 9/11 attacks indicated that more than 14,000 security breaches in which security measures at seaports were circumvented due to vulnerabilities occurred and more than 24,000 suspicious activity reports were made. The susceptibility of United States’ seaports to groups engaged in criminal activities, including drug trafficking, cargo theft, and smuggling of contraband and people undermines security practices and renders the nation vulnerable to acts of terrorism. Since the terrorist attacks on the United States of America on September 11, 2001, approach to policing has observably been shifted across the country. Utilizing a qualitative methodology, this study explored the perceptions of community members from a Chicago, Illinois community regarding the shift in policing style post 9/11. Little is known about how effectively federal agencies share terrorism intelligence with state and local governments through fusion centers. As a result, there is a risk that local governments do not receive critical intelligence that would allow them to collaboratively prevent catastrophic terrorist attacks. Using Dawes' interagency information sharing model, the purpose of this exploratory case study was to evaluate how effectively federal agencies share terrorism intelligence with fusion centers. Data were collected through interviews with 25 senior leaders, federal agents deployed to fusion centers, and intelligence analysts in 5 fusion centers on the East Coast. Following the issuance of the National Preparedness Guidelines in 2009 by the Department of Homeland Security, it remains unknown whether homeland security programs have been consistently implemented in the nation's rural areas. Research findings have been inconsistent and inconclusive on the degree of implementation. Two problems may result from inadequate implementation of these programs: weakened national security from the failure to protect critical infrastructure in remote areas and a threat to public safety in rural towns. Research has established that national homeland security policy requires a whole community or all-of-nation approach to national security preparedness. What is less clear is whether all stakeholders are integrated into or benefit from this collective effort. This narrative policy analysis examined the relationship between a federally-recognized group of Native American tribal nations and homeland security national preparedness to explore whether tribal nations are effectively integrated with the collective effort for national preparedness.
