Collaborative Governance In Public Education Through Democratic Management Of Polarities, Michele Greene
Collaborative Governance In Public Education Through Democratic Management Of Polarities, Michele Greene
Walden Dissertations and Doctoral Studies
In a democratic society the use of inter- and intraorganizational collaboration as a pragmatic approach to addressing social issues germane to sustaining that democracy is a challenge, especially in the realm of public education reform. The Common Core State Standards Initiative, an attempt at collaboration to reform public schools initially adopted by more than three fourths of U.S. states, created an ongoing response that included proponents and opposers. The opposition in Pennsylvania led to the State reneging on its original commitment to the Common Core State Standards created by the initiative. Research revealed a gap regarding the ability of the …
Reentry Services For Individuals Wrongfully Convicted And Exonerated, Karlene Patsy Blackman
Reentry Services For Individuals Wrongfully Convicted And Exonerated, Karlene Patsy Blackman
Walden Dissertations and Doctoral Studies
Despite research summarizing the causes of wrongful convictions, there are limited works on factors influencing exonerees’ reintegration into society. Although reentry services are provided to ex-offenders, the problem is that reentry services are not provided to individuals who are wrongfully convicted and exonerated. This study used state harm as a theoretical foundation. The general qualitative study determined if support or reentry services, if any, would have enhanced or increased the chances of a successful transition into society for individuals wrongfully convicted and exonerated. Specifically, it was an investigation of how a lack of reentry services associated with life, employment, shelter, …

Exploring Police Legitimacy Through Procedurally Just Policing Practices In Agencies Using Screen-In And Screen-Out Procedures, David William Justice
Walden Dissertations and Doctoral Studies
Recently there have been widely publicized reports of distrust and a lack of perceived legitimacy in communities across the United States for the police agencies that serve them. Scholars have explored perceptions of police legitimacy and the role of procedural justice in police-community interactions; however, there is a dearth of information concerning the policies of law enforcement agencies using psychological assessments to screen-in or screen-out applicants and the manner in which those agencies serve the community. The purpose of this mixed-methods study was to explore the manner in which one police agency using psychological assessments to screen applicants in and …

In the field of national security, Indonesia has community service centers known as the community police communication forum, or FKPM, an informal institution formed by community members to assist the police in implementing community policing (CP). FKPM can be found in various regions of Indonesia. The purpose of this study was to obtain the opinions of young adult members about FKPM regarding their trust and participation in FKPM activities. Fifteen active FKPM members participated in telephone interviews. The results showed that the young adults in this study believed in FKPM but lacked information about FKPM programs and activities in their …

Barriers In Implementing A Unified Collaborative Policy To Combat Female Sex Trafficking In Edo-State,Nigeria., Grace Chikaodili Uzochukwu
Walden Dissertations and Doctoral Studies
AbstractHuman trafficking has been a historical and global concern as well as a global crime against humanity that violates individual rights, freedom, and privileges. Human trafficking has become a growing phenomenon in Edo State, Nigeria, while the existing policy to combat it has proved ineffective. There was a gap in understanding strategies for the unification of the policies at the level of Edo State, Nigeria, and the level of the United Nations (UN) to ensure better outcomes in the fight against human trafficking. The purpose of this qualitative case study was to explore perceived barriers to implementing collaborative policy unification …
An Examination Of The Absence Of A Comprehensive Smokefree Law In Georgia On College And University Campuses, Nakki Price
An Examination Of The Absence Of A Comprehensive Smokefree Law In Georgia On College And University Campuses, Nakki Price
Walden Dissertations and Doctoral Studies
AbstractCigarette smoking is the number one preventable cause of death and disability in the United States. Although there are policies that govern the use of tobacco products, there are jurisdictions that do not employ these policies. Comprehensive smokefree laws govern private-sector entities and prohibit smoking in public places, specifically restaurants, bars, and workplaces. While states have the authority to implement these laws, some include exceptions that limit the intention of the law. Colleges and universities are specific communities for learning and serve as housing for students and an employer for the greater community. There is a gap in the literature …

A Narrative Policy Framework And Feminist Critical Policy Analysis Of The Welfare Reform Acts, And The Higher Education Of Single Welfare Mothers, Evelyn Jean Mangin
Walden Dissertations and Doctoral Studies
AbstractScholars approached poverty through welfare reform by focusing on reductions in caseloads, timing out of benefits, and who was and not deserving of a four-year college degree. There is limited research regarding the power of narratives during the policy process and their influences on the language in welfare public laws. This qualitative study addressed the gap in the literature and policy analysis research by comparing and analyzing the welfare narratives and language used by policymakers and political actors from four presidential administrations: Presidents Clinton, Bush, Obama, and Trump, between 1996-2018. This study employed the narrative policy framework (NPF), a theory …
Nonprofit Organizations’ Program Evaluation Of Education Toward Prevention Of Teens Using Electronic Cigarettes And Vaping, Paulette Scott
Nonprofit Organizations’ Program Evaluation Of Education Toward Prevention Of Teens Using Electronic Cigarettes And Vaping, Paulette Scott
Walden Dissertations and Doctoral Studies
AbstractThe pervasiveness of electronic cigarettes (e-cigarettes) and vaping among teenagers has led to a need for effective interventions to address this problem. One type of intervention that nonprofit organizations (NPOs) such as the American Lung Association (ALA) have adopted is the use of educational programs. For instance, ALA introduced an educational program referred to as Nicotine Dependence: Education, Prevention, Tobacco, and Health (INDEPTH), which acts as an alternative to suspension and citation of teens engaged in e-cigarette smoking or vaping. Despite such interventions, the use of e-cigarettes persists, suggesting the need to determine the perceived effectiveness of such programs. This …
An Analysis Of Liquefied Petroleum Gas Adoption For Household Cooking In Nigeria, Saheed Olanrewaju Lasisi
An Analysis Of Liquefied Petroleum Gas Adoption For Household Cooking In Nigeria, Saheed Olanrewaju Lasisi
Walden Dissertations and Doctoral Studies
The Nigerian government established a domestic liquefied petroleum gas penetration program (DLPGPP) to support Nigerian households that still use traditional fuels, which are inefficient and hazardous for users while polluting and degrading the environment. Little is known about the relationships that exist among liquefied petroleum gas (LPG) accessibility, LPG affordability, and LPG adoption to guide DLPGPP implementation. Narrowing this gap was the purpose of this study using the general framework of consumer theory. The study's research questions addressed the effects of LPG affordability and LPG accessibility on LPG adoption for cooking in Nigeria’s households. A cross-sectional, correlational survey was employed …
A Phenomenological Exploration Of How Nursing Experience Shapes The Transitional Performance Of Primary Care Nurse Practitioners, Helen Okeke
Walden Dissertations and Doctoral Studies
AbstractPoor access to healthcare and a shortage of primary care providers in underserved communities paved the way for reliance on advanced practice registered nurses (APRNs). This increased reliance on APRNs as primary care providers necessitates expanded public policy on APRN practice; however, information on APRN transitional experiences remains inadequate to inform policymakers effectively. Illinois’ Nurse Practice Act requires APRNs to incorporate the scope of practice of registered nurses into their practice but does not describe what that experience should be. Using Kanter’s theory of organizational structural empowerment and Benner’s novice to expert nursing model as theoretical lenses to ground the …

Twitter And Millennial Participation In Voting During Nigeria's 2015 Presidential Elections, Deborah Zoaka
Walden Dissertations and Doctoral Studies
AbstractMillennial participation in voting has been low since democratic governance was restored in Nigeria in 1999, after 26 years of military rule, constituting a grave threat to democratic consolidation and electoral legitimacy. Little is known about how Nigerian millennials were mobilized to participate in the 2015 presidential elections using Twitter as a major tool. Research questions focused on how Twitter as a social media platform define participation of millennials in promoting voter turnout in Nigeria’s 2015 presidential election. The study was sited within the theoretical framework of democratic participant theory and the uses and gratifications theory. A qualitative phenomenological research …
Kingstonian Parents’ Perspectives On Discipline Using Corporal Punishment, Donnette Patrice Green
Kingstonian Parents’ Perspectives On Discipline Using Corporal Punishment, Donnette Patrice Green
Walden Dissertations and Doctoral Studies
There is a thin line between discipline, corporal punishment and excessive corporal punishment which is reflected in the differences in disciplinary tactics used in various world cultures. In this regard, international law, such as the United Nations Declaration of the Rights of the Child of 1959 and local law such as Jamaica’s Child Care and Protection Act of 2004, serve to set the parameters of propriety in dealing with discipline as well as the excesses, which constitute corporal punishment. The purpose of this qualitative phenomenology study was to explore parents’ perspectives on using corporal punishment as a form of discipline …
A Case Study Of Cutback Management And The Great Recession In A Rural Municipality, Diana L. Menhennick
A Case Study Of Cutback Management And The Great Recession In A Rural Municipality, Diana L. Menhennick
Walden Dissertations and Doctoral Studies
Municipalities in Michigan get their power from the state of Michigan who responded to the Great Recession with austerity policies impacting the relationship between local and state government. Evidence points toward the use of cutback management as a long-term coping tool when addressing fiscal shortages. A single case study design documented a rural city manager’s experience in the Upper Peninsula of Michigan using a semistructured interview and 10 years of archived public documents (2006 2016). The participant was selected using random sampling from 11 counties. Cutback management asserts that policymakers will address budget deficits by using initiatives in the short …
The United Nations' Responsibility To Protect (R2p): Policy, Preference, Or Politics, Carl Ruth
The United Nations' Responsibility To Protect (R2p): Policy, Preference, Or Politics, Carl Ruth
Walden Dissertations and Doctoral Studies
The Responsibility to Protect (R2P) is a three-pillar document that was unanimously approved and adopted at the 2005 World Summit Meeting by members of the United Nations General Assembly (UNGA) to serve as a guideline for addressing mass atrocity crimes. The research problem concerned the successful implementation of the third pillar, a key fixture of R2P, which allows the United Nations Security Council (UNSC) to use forceful measures, as a last resort to address mass atrocity crimes. However, a climate of division within the UNSC has led to inaction. Using the R2P doctrine as a theoretical framework, the purpose of …

Alterations In Crime And The Ferguson Effect: An Analysis Of Crime Trends In The St. Louis, Mo Metropolitan Area, Robin Christine Lohman
Walden Dissertations and Doctoral Studies
The Ferguson Effect, which has resulted in de-policing or disengaging from proactive community policing in response to increased violence against police since 2014 and fear of civil liability, has led to increases in crime and attacks on law enforcement officers. Previous research focused on exploring law enforcement officers’ perceptions of media and public scrutiny, crime rates, self-legitimacy, and willingness to engage in community relations. No studies identified have attempted to predict the source of the Ferguson Effect and its effect on crime. Moreover, no studies have conducted a time-series analysis of crime and de-policing focusing solely on the St. Louis, …
Educational Factors Predicting Middle-Income Trap And International Competitiveness Index In Southeast Asia, Masatoshi Hara
Educational Factors Predicting Middle-Income Trap And International Competitiveness Index In Southeast Asia, Masatoshi Hara
Walden Dissertations and Doctoral Studies
The middle-income trap (MIT) refers to the state that middle-income economies have found it challenging to upgrade to reach the high-income stage over an extended period. Overcoming the MIT has long been discussed as an important social issue, notably in Southeast Asia. One major problem in addressing the MIT is directly linked to fewer job opportunities and an unstable income. Promoting industrialization has been the most efficient way to solve the problem. However, little previous research has been conducted on the influence of the enrollment rate in secondary education on the MIT and the international competitive index (ICI) in connection …

African American Fathers’ Experiences Of Alienation From Their Children Due To Texas Family Code, Fatima Tremale Thomas-Moody
Walden Dissertations and Doctoral Studies
Throughout the years, Texas Family Code: Title 5. The Parent-Child Relationship and the Suit Affecting the Parent-Child Relationship has the coined termed best interest of the child. In fact, it has created an unintentional indoctrination to parental alienation therefore, leaving little to no access for courts to rectify and resolve the parent-child relationship. Arguably, researchers have suggested that the legal system engages in gender ideologies that contributes to parental alienation. The purpose of this study was to examine the lived experiences of African American noncustodial fathers’ interaction and how Texas family code possession order impacts the father-child relationship. Social construction …
Predictive Applications Of Debarment List In Public Procurement, Nester Oluwafemi Komolafe
Predictive Applications Of Debarment List In Public Procurement, Nester Oluwafemi Komolafe
Walden Dissertations and Doctoral Studies
Predictive applications of a debarment list involve gathering historical data in the list to capture the relationships between the relevant variables in the data to predict the most likely future outcomes. Exploring whether the data in the debarment list could produce predictive analytics, which agencies may use to deter contractors from committing fraud, is unknown. This study closed the literature gap through a quantitative nonexperimental analysis of secondary data, inspired by real-life administrative decisions. The purpose of this study was to analyze the City of Chicago's debarment list to determine the statistical probability of business entities that may be debarred …
Community-Based Organizations' Engagement In Social Innovations To Promote Sustainable Urban Development, Yael Racov Drory
Community-Based Organizations' Engagement In Social Innovations To Promote Sustainable Urban Development, Yael Racov Drory
Walden Dissertations and Doctoral Studies
Institutional void often fuels efforts by social entrepreneurs to fill gaps through social innovations (SIs). Furthermore, governments promote SIs because they tend to advance sustainable solutions and social change. In a town in Israel, after years of intense social activism, during governance by a Convened Committee (CC) established by the central government, community-based-organizations (CBOs) are no longer engaged in innovative activism. Fewer solutions to institutional void could deteriorate or generate social problems. A gap in the literature exists regarding Israeli CBOs' engagement in sustainable urban development (SUD) SIs during CC governance. The purpose of this research was to uncover the …

The New York State renewable portfolio standard program failed to reach its successive targets and did not meet estimated percentage capacity in all program years. The purpose of this quantitative study was to examine the relationship between 6 predictors variables (policy standard and objective, resources and incentive, inter-organizational communication and enforcement activities, characteristics of the implementing agencies, economic, social, and political conditions and disposition of implementers) and implementation performance. Pressman and Wildavsky Implementation theory provided the framework for the study. Data were collected from 251 anonymous participants from the Qualtrics survey audience residents of New York City’s 5 counties. Multiple linear regression …
A Photovoice Study On Growing Up Female In Foster Care, Kim Parker-Maneja
A Photovoice Study On Growing Up Female In Foster Care, Kim Parker-Maneja
Walden Dissertations and Doctoral Studies
AbstractApproximately 440,000 children lived in state-supervised foster care across the United States in 2019; of those children, 48% were female. Many studies have examined how foster care impacts youth who age out of care, as many are ill-prepared to navigate the challenges of independence and make responsible adult decisions after transitioning. However, only a handful of studies prioritized the female youth's voice to understand their experiences growing up in the foster care system. This study introduced photovoice, a participatory methodology, to collect data from 11 former female youth 19-25 years old. Manchanda's upstream concept and Rappaport's empowerment theory were used …
Applying The Narrative Policy Framework To The Usa Freedom Act Of 2015, Michael Sean Hall
Applying The Narrative Policy Framework To The Usa Freedom Act Of 2015, Michael Sean Hall
Walden Dissertations and Doctoral Studies
The domestic security dilemma is a recurring problem whereby counterterrorism programs are continuously in a state of flux as demands for increased civil liberties and national security compete, as demonstrated by the USA PATRIOT Act of 2001 and USA FREEDOM Act of 2015. The National Security Agency bulk metadata collection program (NSA Surveillance Program) was created to identify terrorists and prevent terrorist attacks, but the USA FREEDOM Act prohibited the program in 2015. The NSA Surveillance Program's prohibition is problematic because the United States may not obtain the intelligence necessary to prevent a terrorist attack. The purpose of this qualitative …
Transition From Fragility To Sustainable Development: Case Study Of Darfur In Sudan, Anthony Chukwudi Nweke
Transition From Fragility To Sustainable Development: Case Study Of Darfur In Sudan, Anthony Chukwudi Nweke
Walden Dissertations and Doctoral Studies
AbstractDespite adopting the United Nations Sustainable Development Goals (SDGs), especially SDG-16, to transition the Sudan’s Darfur Region out of fragility, limited progress has been made in achieving peace and long term development. Prior studies investigated the reasons for the slow pace focusing on the factors driving fragility. None have examined the different visions of development organizations as a barrier to multi-stakeholder collaboration to achieve the SDGs. The purpose of this qualitative exploratory case study was to explore how development organizations’ perceptions of SDG-16 affect their collaboration as multi-stakeholders to implement the SDGs. The research question examined how the development organizations’ …
Understanding The Influence Of Social Integration On The Formerly Homeless, Donna L. Wickes
Understanding The Influence Of Social Integration On The Formerly Homeless, Donna L. Wickes
Walden Dissertations and Doctoral Studies
As the number of homeless people in the United States continues to grow, it is apparent that the current strategies are not meeting expectations and need to be reevaluated. Studies by industry experts highlighted the need to address the impact of social integration on long-term housing sustainability. The purpose of the qualitative study was to understand from the perspective of housed, formerly, homeless individuals, how socially focused interventions could influence their sense of community and increase their social integration. Durkheim’s social theory and McMillan and Chavis’ psychological sense of community (PSOC) framework were used to guide the qualitative, phenomenological approach …

Technology companies like Apple pride themselves on protecting its consumers’ data, which they express within their mission statement and by also encrypting their mobile devices. This encryption stalled an investigation conducted by the Federal Bureau of Investigation in 2016, resulting in them taking Apple to court. There has been a lack of information about mobile forensic examiners perceptions on issue they face in the mobile forensic field. The purpose of this research study was to address the perceptions mobile forensic examiners experience when dealing with encryption, privacy, and national security concerns. This qualitative phenomenological study included interviews with 10 mobile …
Perspectives Of Key Court Personnel On The Prosecution Of Domestic Violence Cases, Crystal M. Schoeder
Perspectives Of Key Court Personnel On The Prosecution Of Domestic Violence Cases, Crystal M. Schoeder
Walden Dissertations and Doctoral Studies
Domestic violence (DV) continues to be a public health and criminal justice problem. Several criminal justice system changes have been made to combat DV, such as mandatory arrest policies, no-drop prosecution policies, and specialized DV courts. Perspectives on these policies, DV, and the criminal justice system have been obtained from the victims, police officers, and victim advocates. However, perspectives from those within the criminal justice court system are missing. The purpose of this qualitative phenomenological study was to obtain the perspectives of key court personnel in small rural communities regarding the prosecution of DV cases. Narrative policy framework was used …
California’S Prisoner Rehabilitation Effort: Ex-Lifers’ Perceptions On Achieving Sustainable Social Reintegration, Kimberly L. Martin
California’S Prisoner Rehabilitation Effort: Ex-Lifers’ Perceptions On Achieving Sustainable Social Reintegration, Kimberly L. Martin
Walden Dissertations and Doctoral Studies
Prisoners sentenced to a life term in California’s state prisons are being found suitable for parole at record-high rates. Although macro-level policy guides California’s prisoner rehabilitation process, a specific policy does not exist to guide the rehabilitation of the lifer population. Research shows a compelling relationship between public safety resulting from reduced recidivism and an inmate’s participation in rehabilitative programming during incarceration. There is a gap in the literature about ex-lifers and their ability to achieve sustainable social reintegration upon release from incarceration. Ostrom’s institutional analysis and development framework guided this study’s examination of the gap in literature and the …

The Lived Experiences Of Minority Millennial Interns Who Reject Federal Employment Offers, Darlene Cunningham
Walden Dissertations and Doctoral Studies
In the U.S. federal government, low retention levels of minority millennial interns i.e., women and men of color, in the Honors Internship Program have reinforced a lack of diversity and the negative image associated with some federal organizations. Although researchers have examined aspects of this issue, they have not yet examined minority interns’ perspectives on why they chose not to accept a position with the federal government after completing the internship program. The purpose of this research was to understand the gap exhibited in low minority retention levels in federal organizations in relation to minority millennial inclusivity from the perspective …
