Standing at the Back of the Bar is a collection of semi-autobiographical literary pieces, a hybrid of lyrical essays, poetry, and short stories, that are based on life experiences of the author, Lawrance Cuellar. The book begins with stories of the narrator growing up as a gay Latino in the very conservative, West Texas town of Amarillo in the 1960s and 1970s. The narrator describes and expresses the normalized and internalized homophobia and racism he experienced in the city. As the title for the manuscript implies, he is expected to “stand at the back of the bar” in deference to …

The Perpetuation Of Hiv Risk In Latinx Immigrations: A Cross-National Perspective, J. M. Aleman

Research indicates that migration is a social determinant of health that increases the risk of acquiring HIV. What is less understood, however, are the pathways through which immigration influences HIV risk. This study employed a cross-national perspective and utilized a social determinants of health framework to understand how structural factors, such as economic conditions and immigration policies and their enforcement, influence HIV risk among migrants. While mobility, migration and displacement are associated with increased HIV risk, they are not inherently the cause but rather a condition under which vulnerability is increased indicating that other distal, upstream, or structural forces are …

Vision Zero And The Bay Area Response: Traffic Fatalities And Perceptions Of Pedestrian Safety In Local Politics And Public Policy, Christopher Farrell

In this study, I examine how the "Vision Zero" traffic safety plan has been implemented in the cities of San Francisco and San Jose and, employing qualitative interviews, I explore the perceptions of local elected officials and community leaders of local advocacy groups to understand their emergent appraisals of how effectively the policy is working, as well as assess the political implications and impact of the initiative. This Thesis analyzes whether women in the legislature improve economic growth and womenâ??s participation in the labor force. The number of women in national legislatures and parliaments has increased dramatically in the past thirty years as over half of all countries have implemented gender quota laws. When women join the legislature, government spending on education and healthcare tends to increase. This leads to an increase in economic growth. Economic growth, along with the visibility of women in government, helps more women participate in the labor force. The United States-Mexico remittance corridor finds itself at a crossroads, exacerbated by an amalgam of factors including tapering migration levels, a more mature Mexican economy and higher levels of technological permeation. I identify the individual, governments and service providers as the three main actors in the United States - Mexico Remittance Corridor. One Size Does Not Fit All: Looking Beyond Homeless Housing-First And Housing-Ready Approaches To Enhanced Models Of The U.S.-Mexico Border And New York City, Jacqueline Loweree

This study explored two "enhanced" service and housing models for homeless persons in the U.S.-Mexico border and in New York City. From data collected in both regions, this study examined the relationship between homeless recidivism and the provision of services. The results suggest that services alone have minimal impact in reducing homeless recividism. This study also reviews the relationship between homelessness and poverty. To evaluate this interconnection, a socio-historical analysis was presented reviewing the application of poverty theories from the last two centuries, to policy-driven approaches with aims to treat indigence, poverty, inequality and more contemporary homeless issues. The violence and insecurity that Mexico has suffered since former President Calderon's war on drugs has come at a grave economic cost to the cities most affected. This work introduces a model to analyze policy making as an iterative narrative contestation process from which policy content can be forecasted. A theoretical foundation for the validity of introducing the Contested Narratives Forecast Model (CNF) as a new theoretical model for policy analysis is established using Lakatos' Methodology of Scientific Research Programs (MSRP). Next, an argument is made that the theoretical frameworks on which the CNF is based are not only ontologically compatible, but they also complement each other to neutralize some of their greatest weaknesses. In a time of economic recession and drought, the Texas Water Development Board is reviewing alternatives to the current Texas Commission on Environmental Quality requirement of demonstration-scale pilot testing membrane desalination to decrease permitting costs and project construction delays. One alternative is to use engineering judgment with membrane manufacturer's software models to predict membrane performance and ensure that product water quality requirements will be met. To comply with state permitting requirements, the first few months of successful full-scale operation can be submitted in lieu of pilot demonstration.

This thesis seeks to explain state behavior and underpinning influences paramount to the political development of the Mérida Initiative. To accomplish this task, it crafts distinct, yet complimentary narratives that illustrate how and why the formulation of this policy unfolded. Utilizing historical, archival and empirical evidence, this thesis maps out the manners in which the national governments, organizational hierarchies, and bureaucratic entities involved with Mérida's origins reacted to the changing landscape throughout the policy's development.

Exploring Dialectic Tensions In Teachers' Relationships In School Settings, Griselda Rodriguez

This study explored the feasibility of using dialectic theory to study of dialectic oppositions in teachers' school-based relationships. Employing relational dialectics as a theoretical framework, this study exposed several sets of dialectical forces emerging in teachers' relationships. 23 high school teachers were interviewed utilizing a semi-structured questionnaire; interviews were transcribed and coded for analysis. The analysis revealed that the dialectic tensions of control vs. emancipation, empowerment vs. oppression are prevalent in teachers' relationships with administrators; the dialectic tensions of solidarity vs. autonomy and fragmentation vs. unity are common in the relationships of teachers with administrators and colleagues as well; while …
