Leanne Serbulo presented a timeline of civil rights struggles in Portland, Oregon, at a public history roundtable at the Oregon Historical Society commemorating the fiftieth anniversary of the 1968 Fair Housing Act. In this record of her presentation, Serbulo documents milestones in dismantling racial discrimination between 1949 and 1990. For this timeline, Serbulo researched Metropolitan Human Relations Commission (MHRC) records held at the Portland City Archives and traces how the commission navigated the process of improving race relations in the city and Multnomah County. According to NOAA (2018), the U.S. spent a record $306 billion on weather and climate disasters in 2017, up nearly $100 billion from the previous record in 2005 following Hurricane Katrina. From unprecedented rainfall and flooding from Hurricane Harvey in Houston, Texas, to ravaging wildfires and devastating mudslides near Santa Barbara, California, cities across the U.S. are grappling with how to better prepare for and recover from catastrophic natural disasters. These events bring into focus the need to prepare for similarly unprecedented events in Portland.

The Institute for Sustainable Solutions is spearheading an initiative to make it easier and more affordable for Portland homeowners to construct a second house on their property—increasing housing options in a city with some of the fastest rising rents and lowest vacancy rates in the nation.

Called “accessory dwelling units” or ADUs, these small backyard homes can be used by family members or rented out to others in the community. They provide more affordable housing options while reducing pollutants that cause climate change.

Oregon’s Senate Bill 90 (SB90), signed into law and effective as of July 1, 2017, requires the Oregon Office of the State Chief Information Officer (OSCIO) to draft a proposal for an Oregon Cybersecurity Center of Excellence (CCoE). SB90 specifies that the CCoE must include information sharing and incident response support functions, and liaise and participate in cybersecurity initiatives nationwide; the Center also bears responsibility for drafting both a Cybersecurity Strategy and Cyber Disruption Response Plan. The CCoE has also been identified as the body responsible for carrying out strategic initiatives on behalf of the Oregon Cybersecurity Advisory Council (OCAC). …

Extreme urban heat is a powerful environmental stressor which poses a significant threat to human health and well-being. Exacerbated by the urban heat island phenomenon, heat events are expected to become more intense and frequent as climate change progresses, though we have limited understanding of the impact of such events on vulnerable populations at a neighborhood or census block group level. Adult foster homes (AFH) are small, residential settings that are licensed to provide assistance to older persons or adults with disabilities. These settings may offer a home-like setting in which residents’ independence, personal choice, and decision-making are promoted. Homes may be licensed for one to five residents and must be staffed 24-hours daily to respond to residents’ scheduled and unscheduled needs or requests. Adult foster homes offer a variety of services, including daily meals, housekeeping and laundry, assistance with personal care needs, medication administration, monitoring of health conditions, communication with residents’ health care providers, and social and recreational activities.

This report is the fourth in a series prepared by the Institute on Aging to describe Oregon’s assisted living, residential care and memory care service sectors which are referred to by Oregon Department of Human Services as community-based care (CBC) settings. These settings may also be referred to as Home and Community Based Services (HCBS).
