Grand strategy is about how states allocate resources and employ these resources to achieve desired political conditions. In examining the match between desired ends and available ways and means, an often-overlooked subject is how the specific tools of grand strategy are forged. One of these tools is the Littoral Combat Ship (LCS), a Major Defense Acquisition Program (MDAP) that started in 2000. This study examines the global diffusion of renewable energy policies: feed-in tariffs (FIT) and renewable portfolio standards (RPS). Existing studies of policy diffusion have failed to differentiate between four possible mechanisms of policy diffusion: emulation, suasion, learning and competition. To test these competing explanations, the study uses a mixed-method research design that combines statistical analysis of time-series cross-sectional data with an agent-based model of diffusion processes. The findings of the statistical analysis show strong support for the suasion (European Union Membership, Clean Development Mechanisms) and emulation mechanisms (cultural similarity or common language) in the diffusion of FIT. Since 1945, nuclear weapons have impacted world politics and the world has sought to control their spread. This has resulted in the nonproliferation regime and its centerpiece: the Treaty on the Nonproliferation of Nuclear Weapons (NPT). Understanding nonproliferation compliance is important to determining whether the NPT is contributing to stopping the spread of nuclear weapons. If the NPT is having no influence on state behavior, then the international community can decide if its efforts should be redirected from treaties to other nonproliferation efforts.

The Evo Morales administration has radically transformed the Bolivian state since his election in 2005. As a result of Morales' indigenous identity and overt ethnic tensions in this state, there is a perception that this factor plays a decisive role in Bolivia's policymaking. However, as the 'renegotiation' of the hydrocarbon industry in 2006 demonstrates, ethnopopulism and political survival provide the most comprehensive approach to predicting the policies of the current Bolivian government.

In July 2001, at the 37th of the former Organization of African Unity, African heads of states launched the New Partnership for Africa's Development (NEPAD), a combination of the Omega Plan from Abdoulaye Wade and The Millennium African Renaissance Partnership initiated by Thabo Mbeki, respectively presidents of Senegal and South Africa. This was an achievement of tasks given by their peers in Algiers in 1999. Previously to that, the Clinton administration initiated the African Growth and Opportunity Act passed in law in 1998.
