For the last 25 years, evangelical leaders have been shipping off opioid addicts in Puerto Rico to cities in the mainland US, mainly New York City, Chicago and Philadelphia--under the promise they’ll receive state-of-the-art rehabilitation treatment, only to end up in unregulated transitional homes and flophouses where they don’t receive proper medical care or psychotherapy. In turn, many of these unregulated transitional homes, also run by evangelical leaders, may charge Medicaid kickbacks from their “patients.”

Despite significant progress towards equal protection under the law for women, LGBT individuals, and people of color in the United States, hate crime remains a pervasive problem, and rates appear to have increased in recent years. Bias-motivated homicide – arguably the most serious form of hate crime – is statistically rare but may have far-reaching consequences for marginalized communities. Data from the Uniform Crime Reports and the National Crime Victimization Survey have suggested that, on average, fewer than 10 bias-motivated homicides occur in the United States per year; however, data from open sources indicate that the rate of bias-motivated homicide …

This dissertation sheds light on how the relations between public employees’ unions and the de Blasio administration shape the design and implementation of local policies in areas of particular concern to public workers. It asks how public sector labor-management relations and public sector employee unions’ political influence affect this mayoral administration’s efforts at policy innovation and administrative practice. In particular, how, if at all, do public employee unions shape the administration’s decisions about the balance between providing public services directly versus contracting them out to nongovernmental organizations? This is the first of six updates presenting interim findings from the evaluation of the NYC Mayor’s Action Plan for Neighborhood Safety (MAP). As part of an evaluation of the New York City Mayor’s Action Plan for Neighborhood Safety (MAP), the John Jay College Research and Evaluation Center created methods to assemble various outcome measures about participating NYCHA MAP developments. The team also utilized statistical procedures to select a matched comparison group of NYCHA housing developments not participating in MAP. Autonomous vehicle technology is poised to revolutionize transit around the world. There are currently tens of private companies either testing or building autonomous vehicles, including industry juggernauts like Ford and Google. This new mode of transportation falls into a regulatory grey area. Once cars reach full autonomy, governments will have to decide what entities will regulate them, where they will be allowed to drive, who will be responsible for them and a host of other issues. Not Waiting For Washington: Climate Policy Adoption In California And New York, Roger Karapin

In the absence of strong U.S. national climate change policy, California and New York, among other states, adopted relatively comprehensive and ambitious policies to cut greenhouse gas emissions during the 2000s. They adopted these policies despite political-institutional and other structural barriers similar to those found nationally, which shows that political actors have significant scope for taking effective action even under structural constraints. This article explains the adoption of climate policies in these two leading states by using a windows of opportunity approach, which analyzes how the convergence of problem and political events produces policy windows and hence opportunities for advocacy …
