Gezira irrigated scheme is globally one of the biggest agricultural productive units administratively managed. It has seen deteriorating productivity for the past two decades. Economists, Value Judgments, And Climate Change: A View From Feminist Economics, Julie Nelson

A number of recent discussions about ethical issues in climate change, as engaged in by economists, have focused on the value of the parameter representing the rate of time preference within models of optimal growth. This essay examines many economists' antipathy to serious discussion of ethical matters, and suggests that the avoidance of questions of intergenerational equity is related to another set of value judgments concerning the quality and objectivity of economic practice. Using insights from feminist philosophy of science and research on high reliability organizations, this essay argues that a more ethically transparent, real-world-oriented, and flexible economic practice would …

The Relationship Between Poverty And Economic Growth Revisited, Lonnie K. Stevans, David N. Sessions

It has been shown in prior research that increased economic growth reduces poverty. Authors have also found that the effect of growth in GDP on poverty growth has either diminished or remained unchanged over time and the 1980s economic expansion in the U.S. had no affect on poverty. Using a formal error-correction model, we find that increases in economic growth are significantly related to reductions in the poverty rate for all families. Specifically, GDP growth was found to have a more pronounced effect on poverty during the expansionary periods of the 1960s, 1970s, 1980s, 1990s, and 2000s. Other findings include …

The complaints about insufficient private investment are frequent in Poland. Equally often do we hear the criticism of the monetary policy pointing to excessively high interest rates. This paper estimates the speed of upward adjustment of loan rates relative to downward adjustment, accounting for dierent market segments and products. The empirical results show that for the investment credit upward adjustment is fast, but downward adjustment essentially does not occur. Consumer credit products demonstrate positive values for the speed of both adjustments although still upward changes occur faster than downwards ones. Capitalización Heterogénea De Un Bien Semipúblico: El Metro De Santiago, Claudio A. Agostini, Gaston A. Palmucci

In this work we estimate the degree of capitalization of the Santiago Subway (Metro) network on housing prices, analyzing price the differences among lines and counties. For this purpose, we combine hedonic price regressions with simple difference estimators. The results show that apartments located near the Metro stations have, on average, a larger value of 8.84%, 27.16% y 6.72% for Lines 1, 2, and 5 respectively. The degree of capitalization is not uniform within a county but depends on the distance to the subway station and the specific line providing the service.

Het is ondertussen meer dan 150 jaar geleden dat de eerste coöperaties werden opgericht om de levensstandaard van arbeiders en boeren te verbeteren. De jongste jaren begint men de coöperatie echter opnieuw te ontdekken als instrument om economische activiteiten te combineren met sociale doelstellingen. In deze bijdrage belichten we de rol die coöperaties spelen binnen het activiteitenspectrum van de social profit in een internationaal kader en staan we stil bij de vraag of dit ook voor Vlaanderen een interessant alternatief kan bieden.

Brown v. Board of Education had little immediate effect on the dual system of education in the South; by the early 1970s, however, Southern schools were the most racially integrated in the country. This paper uses newly assembled and uniquely comprehensive data to document how different types of Southern school districts made this transition. Controlling for other factors, we find larger districts were more likely to be under court supervision both early and ever; over time the enrollment threshold for court supervision fell. Poorer districts—which stood to lose larger federal grants if they failed to desegregate—were particularly likely to desegregate …

The sinkhole database of the Florida Geologic Survey (FGS) is the primary publicly-accessible database of recent sinkhole occurrence and distribution. However, it does not use a consistent and predictable approach to recording sinkhole occurrences. Thus, the possibility exists that the database is largely a reflection of the distribution of people in sinkhole-prone areas of Florida, rather than a true enumeration of all sinkholes that occur. In order to assess the validity of the data contained within the database, a comparison was made of population distribution and sinkhole occurrences. Conventional analysis of public goods provision aggregates individual willingness to pay while treating income as exogenous, ignoring the fact that we generate income to allow us to purchase utility-generating goods. We explore the implications of endogenizing the lahor-leisure decision by explicitly considering leisure demand in a model of public goods provision. We consider benefit analysis of public goods provision and find that increments of the public good will generally be under-valued using conventional analysis while decrements to the public good (rare in public good settings) will be overvalued (JELC91,D61,Q5I)

This article considers the sale by a research lab of licences for a cost-reducing innovation. The marginal cost of a firm that wins a licence is private information and the acquisition of a licence imposes a negative externality on the other firms. The lab’s optimal revenue is determined from a class of mechanisms in which the lab selects the number of licences and the reserve price before the sale. The role of the downstream product market in the determination of the number of licences is analyzed. Furthermore, it is also shown that the optimal reserve price may be zero.

Comparative Evaluation Of Fisheries Policies In Denmark, Iceland And Norway: Multispecies And Stochatic Issues, Sveinn Agnarsson, Ragnar Arnason, Karen Johannsdottir, Lars Ravn-Jonsen, Leif K. Sandal, Stein I. Steinshamn, Niels Vestergaard

The aim of the project has been twofold: 1) to quantify the stochastic process producing this uncertainty for certain important fish stocks and 2) to further develop a method for determining optimal harvest quotas within the framework of a multi-species model, and, by this, implement the model in practice for the purpose of performing a comparative study of the fisheries in three Nordic countries: Denmark, Iceland and Norway. The harvesting (total allowable catch) policies for the cod and cap-elin/herring fisheries in these countries are compared. Indicators for stock overexploitation and harvest overexploitation are developed.
