Local Government Public Works Standards and Specifications was developed to provide Tennessee cities with guidelines for construction projects. MTAS recommends, and T.C.A. § 62-2-107 requires, that public works projects over $25,000 have plans and specifications prepared by a registered architect, engineer, or landscape architect. This report presents the results of the management assessment of the Saugus Public Works Department conducted by the University of Massachusetts Boston’s Collins Center for Public Management (“the Center”). This first Section introduces the analysis – outlining principal objectives and how the analysis was conducted – and presents an Executive Summary.

The project team conducted a comprehensive organization and management analysis of the Department’s existing operations, service levels, infrastructure management, organizational structures and staffing levels. The analysis was to be fact-based and include all aspects of service provision by the Department.

America is built on small and large feats of public works engineering that, although often taken for granted, affect almost every aspect of our daily lives. So how can we celebrate these marvels of utilitarian infrastructure and use them to teach public audiences about the engineering principles, materials, and human innovations that make them possible? In 2013, the American Society of Civil Engineers (ASCE) Report Card for America’s Infra-structure stated that the US needs up to $1.3 trillion in capital investments to replace the aging water pipes and repair the wastewater infrastructures. It is further believed by the industry that the streamlined approach of alternative project delivery methods, such as Design-Build (DB), and Construction Manager At-Risk (CMAR) helps ensure the economical and timely design and construction of the water and wastewater infrastructures.

Explaining Local Government Cooperation On Public Works: Evidence From Michigan, Kelly Leroux, Jered B. Carr

Working Group on Interlocal Services Cooperation

In recent years, analysts have begun to study cooperation on public services among local governments. These studies have often concluded that services with scale economies are likely candidates for shared service delivery. This article contributes to the emerging literature on this topic by examining interlocal service arrangements for ten public works services in Michigan. Despite the fact that public works exhibit substantial scale economies, many local governments do not cooperate on these services. Empirical studies of local government contracting suggest four groups of factors that may help explain why local governments opt to collaborate on public services: local economic factors, …

Boston Harbor earned a widespread reputation as "the dirtiest harbor in the nation" during the 1988 presidential campaign. Well before that campaign began, though, efforts were under way to reduce the amount of pollution entering the harbor. The Massachusetts Water Resources Authority was created in 1985 to undertake a massive public works program — including construction of a 1.3 billion-gallon-per-day sewage treatment plant and a sludge fertilizer processing plant — to end the decades-old practice of dumping sewage wastes into the ocean. The program will also cause water and sewer charges to rise dramatically during a fifteen-year period.
