The 2013 implementation of the Local Control Funding Formula and Local Control Accountability Plan in California granted school districts the opportunity to create their own expense plans based on student needs, with the aim of returning decision-making to those closest to students. Within subsidiarity is the belief that those at the least centralized decision-making level should have the dignity and freedom to decisions that affect the problem at its source, in this case, how to improve student achievement. Research on decentralization has emphasized that the distribution of power between the national and local levels has different effects on various outcomes. This dissertation aims to contribute to this discussion by shedding light on the three types of decentralization (political, fiscal, and administrative) and their effect on two main outcomes: the production of technological and intellectual innovation and COVID-19 management. I argue that decentralization – including its three types – works differently under different conditions, resulting in different outcomes. State Tanf Spending: Does Devolution Matter?, Rhucha Samudra

Using the state-level panel data, this study examines the role of Second-Order Devolution (SOD) in state TANF spending patterns. The study uses the Within-Between RE model to examine this connection. No statistically significant effect of second-order devolution is observed. The race continues to be a strong predictor of state funding and complex effects for Black, Hispanic, and Asian clients are observed. Such effects encourage a nuanced discussion of the racialization of welfare policy beyond the dichotomous exploration of black-white differences. Implications of this evidence are discussed.

This paper examines how South Africa’s political and economic orientation following the nation’s democratization in 1994 enabled a continuation of Apartheid-era patterns in the City of Johannesburg. In particular, it contends that governmental decentralization, neoliberalism, and global city aspirations—enshrined in both local and national policy documents—turned attention away from addressing internal deprivations. Rather than redistributing social and economic power, uplifting the Black-majority, and allowing urban stakeholders to play a central role in policy formation and decision-making, Johannesburg’s City Government catered to elite outside interests, effectively introducing new forms of segmentation and disenfranchisement. Decentralization has become a popular development program among middle- and low-income economies worldwide. The rationale behind decentralization is the local government’s proximity to consumers gives it an information advantage over the central government on needs and preferences. However, the central government has economies of scale and has access to more resources. Using data from Philippine provinces, this paper studies the relationship between decentralization – as represented by local government fiscal independence and as measured by locally sourced revenues expressed as share of total revenue – and poverty incidence. Drug-resistant tuberculosis (TB) patients have a greater risk of loss to follow-up (LTFU) than drug-sensitive TB patients, due to their longer treatment duration. This study aimed to determine the influence of decentralization and patient type on LTFU among multidrug-resistant TB (MDR-TB) patients in Indonesia. A retrospective cohort study was conducted at all MDR-TB treatment healthcare facilities in Indonesia from 014 to 2015. Using total sampling technique, 961 patients were examined and sampled. Of these patients, 86.03% were decentralized. Patients were classified into types as follows: 35.17% were “relapse” patients, 5.52% were “new,” 13.94% were classified as “after LTFU” patients, 23.10% …

This article examines whether reform forest governance in Indonesia started in the 1990s, which was partially aimed to promote equity, participation and sustainable forest management, has delivered its promised consequences. This study examines the relationships and whether decentralization activities, policies and regulations support indigenous concerns for the environment. Food security is partially determined by politics. This dissertation examines three political determinants of food security: democracy, decentralization, and federalism. Each one is operationalized and tested quantitatively against food security using a dataset of all countries from 1990 to 2011, although each model employs a different subset of the dataset. Democracy is divided along two dimensions: political rights and civil liberties. Both are significant positive predictors of food security. Increases in civil liberties are more consistently and strongly associated with food security than increases in political rights.

During the past few decades, decentralization efforts in México have coincided with efforts to democratize the administrative decision-making process. Adopted in 1988, the Programa Nacional de Solidaridad (National Solidarity Program; PRONASOL) required citizen participation in decisions involving the use of federal resources for regional development and poverty alleviation projects. In 1998, Section 33 of the Ley de Coordinación Fiscal (Fiscal Coordination Law; LCF) placed Social Infrastructure Funds (SIF) directly under the supervision of municipalities and retained the requirement that citizens participate in decisions involving the allocation of funds.

Decentralized disaster governance has been gaining much attention with the rising global urbanization rate and the complex nature of the disasters occurring in densely urbanized areas today. This paper studies the case of South Korea, a highly urbanized country with relatively recent decentralization reforms, in order to analyze the evolution of its disaster management system and to draw out implications from its experience. Under most federal environmental laws and some health and safety laws, states may apply for “primacy,” that is, authority to implement and enforce federal law, through a process known as “authorization.” Some observers fear that states use authorization to adopt more lax policies in a regulatory “race to the bottom.” This paper presents a simple model of the interaction between the federal and state governments in such a scheme of partial decentralization. Our model suggests that the authorization option may not only increase social welfare but also allow more stringent environmental regulations than would otherwise be feasible. Our model also …

Public administration as an art is defined in the Ghanaian context regarding decentralization and public officials’ accountability. It examines decentralization, local elections and empowerment. While the paper advocates for regional and district level elections, it uses the literature to argue that local representatives are more accessible to their locals. It questions the current appointment practices by the central government, which has become more partisan than originally intended in the Local Government Act. To affirm the democratic environment of politics in Ghana, it calls for constitutional amendment regarding decentralization and local government elections.

Keberhasilan program KB mengendalikan tingkat kelahiran di Indonesia selama lebih dari tiga dekade tidak terlepas dari peran petugas Penyuluh Keluarga Berencana (PKB). Di Rwanda, keaktifan penyuluhan oleh PKB dapat meningkatkan prevalensi kesertaan akseptor hingga 29%. Sejak tahun 2004, pascakebijakan desentralisasi di Indonesia, jumlah PKB menurun drastis hingga menyisakan dua pertiga dari jumlah awal sekitar 3.500 petugas. Dampak perubahan tersebut tercermin pada angka fertilitas total (TFR) Indonesia berdasarkan data SDKI 2007 yang bertahan sama dengan data SDKI 2002-2003 (2,6 anak per wanita).
