Research on decentralization has emphasized that the distribution of power between the national and local levels has different effects on various outcomes. This dissertation aims to contribute to this discussion by shedding light on the three types of decentralization (political, fiscal, and administrative) and their effect on two main outcomes: the production of technological and intellectual innovation and COVID-19 management. I argue that decentralization – including its three types – works differently under different conditions, resulting in different outcomes. Beginning from the framework of welfare state regimes in rich capitalist countries, this article radically redefines it and applies the new model to regions and countries which experience problematic states as well as imperfect markets. A broader, comparative typology of regimes (welfare state, informal security, insecurity) is proposed, which captures the essential relationships between social and cultural conditions, institutional performance, welfare outcomes, and path dependence. Using this model, different regions of the world (East Asia, South Asia, Latin America, and sub-Saharan Africa) are compared. This thesis examines the impact of China’s family planning policies on women’s attitudes towards family culture and the implications on China today. The family planning policies began in the 1970s as an emergency measure intended to create a short-term voluntary small-family culture by decreasing fertility rates. My research, comprised primarily of primary and secondary qualitative sources, discusses the development and implementation of the policies, the economic reforms beginning in the 1980s, and their joint effects on fertility rates, sex ratio at birth, women’s liberation, and changes in family culture, particularly in rural areas. This law requires corporations to allocate part of their budget toward funding for CSR programs. When implementing CSR programs, many Indonesian corporations focus on education. This research assesses how this policy has affected education, particularly for Orphans and Vulnerable Children (OVC) who are cared for at childcare institutions. Within the Eastern Europe, Caucasus, and Central Asia (EECCA) region, fifteen countries affected by landmines and/or explosive remnants of war (ERW) use Russian as a communication language: Armenia, Azerbaijan, Belarus, Estonia, Georgia, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Mongolia, Moldova, Russia, Tajikistan, Ukraine and Uzbekistan. Mines and ERW pose a serious hazard to the lives and livelihoods of the people in the EECCA. Residual contamination impacts many of the countries. In Belarus for instance, 20,879 items of unexploded ordnance (UXO) were found and destroyed in 2014. Significant amounts of UXO were also recovered from Estonia, Moldova and Russia. Asia's rapid urbanization and growing incomes have resulted in a corresponding booming market in motor vehicle sales. In 2013, an estimated 18 million new passenger cars were sold in China. Motor vehicle users generate congestion, pollution, accidents, noise and road damage. Yet, in most cities motor vehicle users often do not pay the full social costs and are therefore implicitly subsidized by non-users. Although home to the majority of the world's women, Asia is the continent with the smallest proportion of women in Parliament. Rarely studied from a comparative perspective, this article examines the uneven representation of women in the lower houses of contemporary Asian parliaments. While socio-economic modernization and industrialization are generally expected to increase the proportion of women in positions of political influence, we find that differences in electoral and party systems across Asia play a greater role than levels of female literacy, urbanization, or per capita income. In the following thesis, using Aucoin's (2011) theoretical framework, I juxtapose the discourses neoliberalism and humanitarian "access" as they relate to describing the potential outcomes of ICT adoption in education. Through a content analysis, I sought to answer the research question: To what extent have the discourses of neoliberalism and "access" used in regional ASEAN policies influenced ICT policymaking at the national level of its member states? The findings demonstrated a slight difference between ICT policies published prior to the 2011 ASEAN policy, but those published "after" were all also published in 2011 which may point to forces outside of …
