Introduction To The Special Issue, John, Lord Alderdice
New England Journal of Public Policy
This issue of the New England Journal of Public Policy, with Lord John Alderdice as the guest editor, examines how, with the advent of sophisticated technologies and AI, the conduct of wars and peacemaking in the opening decades of the twenty-first century has changed, with implications for the future of both and society at large.
The Battle Over Memory: The Contestations Of Public And Familial Narratives In Remembering 9/11, Cheng-Yen Wu
The Battle Over Memory: The Contestations Of Public And Familial Narratives In Remembering 9/11, Cheng-Yen Wu
Swarthmore Undergraduate History Journal
On September 11, 2001, the four plane crashes marked the three sites of trauma that, to this day, sit in the heart of United States history. The paper examines the contested and often conflicting public and familial narratives at sites of memory and the recurring themes behind commemoration narratives. Drawing on newsletter articles and seven interviews with members of September 11th Families for Peaceful Tomorrows and The Peace Abbey, the paper concludes that national and public remembrances of 9/11 adopted a top-down approach that has repressed familial remembrances in three main ways: by glorifying the victims, co-opting the version told …
Twenty-One Years Later: Reflections On 9/11, Bessie Blackburn, Shaddi Spencer, Hayden O'Connor
Twenty-One Years Later: Reflections On 9/11, Bessie Blackburn, Shaddi Spencer, Hayden O'Connor
Liberty University Journal of Statesmanship & Public Policy
Twenty-one years ago, one of the greatest attacks on the American republic occurred. On September 11, 2001, American Airlines Flights 11, 77, 93, and 177 were hijacked by Islamic extremists and crashed in New York City, Washington D.C., and Pennsylvania. The atrocity of these incidents and the extensive loss of life impacted not only the United States but the entire world. Nevertheless, in light of this tragedy the American people found unity in patriotism, rekindling a sense of national purpose in the form of the “Global War on Terrorism.” This document is a compilation of reflection articles written by individuals …
Memorial Craze: How War Memorials Have Been Changed By War, Jillian Bass
Memorial Craze: How War Memorials Have Been Changed By War, Jillian Bass
War, Diplomacy, and Society (MA) Theses
This thesis project argues that memorials constructed after 9/11 were designed specifically in a way that privileged and focused on the dead individually. By taking a look at memorials throughout American history, the study of memorialization sets up the stage for the way the lives of ordinary people have been memorialized throughout history. 9/11 is one of the most memorable days in the history of the world in the 21st century. However, the academic world has generally ignored the study of war memorials throughout American history as a subset of memorials. Chronicling memorials from the Civil War period to present …

Absolute Impunity: On The Legacies Of 9/11 & The Policies Of The War On/Of Terror, Bryant William Sculos
Class, Race and Corporate Power
It has been a little over twenty years since the attacks of September 11, 2001, and thus we are also going to be coming up on twentieth anniversaries of some of the most heinous restrictions on civil liberties in US history (though there is a lot of competition) and the twentieth anniversaries of instance after instance of unjustifiable atrocities committed in the name of the Stars and Stripes. Through autoethnographic reflection in conversation with Netflix’s Turning Point: 9/11 and the War on Terror (2021) and Spencer Ackerman’s Reign of Terror: How the 9/11 Era Destabilized America and Produced Trump (2021), …

The Evolution Of United States - Central Asian Security Policy Post-9/11: Military, Terrorism, And Cyber-Security, Shamsuddin Karimi
FIU Electronic Theses and Dissertations
Rudyard Kipling once described and wrote about the Great Game as a way to outline 19th century great power politics in the struggle for empire in Central Asia. While Kipling’s tale of spy-craft and espionage is fiction, the political philosophy behind the story has never lost relevance. The struggle for political dominance in Central Asia continued through the twentieth century in the Cold War as well as into twenty-first century after the terrorist attacks on September 11, 2001. Although the great power players may have changed over the past 120 years, the importance of Central Asia has not.

The Trouble With Numbers: Difficult Decision Making In Identifying Right-Wing Terrorism Cases. An Investigative Look At Open Source Social Scientific And Legal Data, Daniela Peterka-Benton, Francesca Laguardia
Department of Justice Studies Faculty Scholarship and Creative Works
Terrorism research has gained much traction since the 9/11 attacks, but some sub genres of terrorism, such as right-wing terrorism, have remained under-studied areas. Unsurprisingly data sources to study these phenomena are scarce and frequently face unique data collection obstacles. This paper explores five major, social-scientific terrorism databases in regards to data on right-wing terrorist events. The paper also provides an in-depth examination of the utilization of criminal legal proceedings to research right-wing terrorist acts. Lastly, legal case databases are introduced and discussed to show the lack of available court information and case proceedings in regards to right-wing terrorism.

A Relentless War: America, Israel, And The Fight Against Terrorism, Elyse Keener
A Relentless War: America, Israel, And The Fight Against Terrorism, Elyse Keener
Senior Honors Theses
For Israel, terrorism has plagued the nation since its beginning. Terrorism rears its ugly head in a variety of ways and for a variety of reasons; however, in both the United States and Israel, Islamic extremism has presented itself as the largest threat. Since its birth as a nation, the United States has been involved in numerous conflicts, from the Revolutionary War to World War II and beyond. These wars were fought between nation-states and traditional powers, but since the attacks on 9/11, the United States finds itself in a new kind of conflict against a different kind of enemy. …

Spitting Bullets: Anger’S Long-Ignored Role In Reactions To Terror: An Examination Of College Students’ Fear And Anger Responses To Terrorism, Gabriel Rubin, Christopher Salvatore

This study seeks to capture the responses of regular Americans to explore if the role of anger in responses to terror attacks, with the goal of answering two related questions: 1) Is anger an essential emotion in public reactions to terror attacks? and 2) What are the ramifications of including anger in a model of public reactions to terrorism? This paper argues that many of the negative aspects of responses to terrorism come from the anger that terrorism invokes in victim populations. Anger elicits the desire for revenge in the victim population as well as distrust of the terrorists' co-ethnics. …
Bill Clinton, George W. Bush, And Immigration Policy: How 9/11 Transformed The Debate Over Illegal Immigration, Robert Nelsen
Bill Clinton, George W. Bush, And Immigration Policy: How 9/11 Transformed The Debate Over Illegal Immigration, Robert Nelsen
War, Diplomacy, and Society (MA) Theses
Since the terrorist attacks of September 11, 2001, Americans have been at war against some form of terrorism both at home and abroad. This includes abuses of federal immigration laws and policies that relate to legal and illegal immigration with Mexico. It is easily substantiated that thousands of Americans have died at the hands of illegal immigrants from Mexico through criminal activity in the United States or through illegal drug trafficking. This thesis considers whether the immigration policies of Presidents Bill Clinton and George W. Bush were at fault for not properly securing the border prior to these attacks. Specifically, …
Perceptions About The Asylum-Seeking Process In The United States After 9/11, Keith Nalumango
Perceptions About The Asylum-Seeking Process In The United States After 9/11, Keith Nalumango
Walden Dissertations and Doctoral Studies
Asylum seekers in the U.S. have faced a plethora of impediments leading to some of them abandoning their applications, which may deny them their rights under the United Nations convention on refugees. Despite the abundance of literature on the plight of these persons, no study has examined the lived experiences of asylum seekers in the U.S. from the time they apply for asylum to the time their applications are adjudicated. Using Benet's polarities of democracy as the theoretical framework, the purpose of this single participant narrative study was to explore these experiences in order to provide policy makers with a …
An Analysis Of The Efficacy Of Post 9/11 Security Policy In Countering Violent Extremism And Reducing Acts Of International Terrorism, Omaima Khan
Dissertations and Theses
Terrorism is a phenomenon that baffles even the most experienced of researchers within academia. Understanding what constitutes terrorism is important to the field of international relations because combatting terrorist violence yields no straightforward method of prevention and protection. This paper examines four measures of counterterrorism taken by the U.S. government after the September 11th attacks. The methods included in this study and the framework in which they are congruent with are: The War on Terror as a defense strategy, torture and “enhanced interrogation techniques” as a deterrence method, targeted drone attacks in Pakistan and Afghanistan as a compellence force, …
Post-9/11 Media Coverage Of Terrorism, Zachary S. Mitnik
Post-9/11 Media Coverage Of Terrorism, Zachary S. Mitnik
Student Theses
Media coverage of terrorist attacks plays an important role in shaping the public understanding of terrorism. While there have been several studies analyzing coverage of terrorist incidents prior to 9/11, there has been little research examining post-9/11 coverage. This study fills this gap by examining the media’s coverage of terrorism in the United States between the dates of September 12, 2001 and December 31, 2015. The analysis is based on a list of terrorist-related incidents and New York Times articles written on each incident. This study documents the amount of coverage received by these incidents and identifies the variables influencing …

This chapter uses the analytical framework of transnational legal ordering (TLO) developed by Halliday and Shaffer and applies it to the area of law and disasters. In contrast to the increasingly transnational legal nature of social ordering highlighted by Halliday and Shaffer, it argues that the emergence of transnational regulatory networks and cross-border principles or policies in the area of disaster management has been uneven and incomplete. Although there are many factors that help to explain why the law/disasters area has resisted the trend toward “transnationalization,” two stand out. One is the relative dearth of national laws and policies governing …
Post-9/11 Illegal Immigrant Detention And Deportation: Terrorism And The Criminalization Of Immigration, Stefany N. Laun
Post-9/11 Illegal Immigrant Detention And Deportation: Terrorism And The Criminalization Of Immigration, Stefany N. Laun
Student Publications
This paper analyzes the changes in immigration policy since the terrorist attacks of September 11, 2001 in terms of how immigrants are viewed in the United States. The goal is to address the recent criminalization of immigration in that the perceptions of terrorists and immigrants have become relatively synonymous since 2001. Although deportations have decreased, immigrant detention has increased significantly. Detention centers pose threats to the basic human rights of the immigrants residing in them, as well as perpetuate the culture of fear enveloping recent immigrants, whether they are legally or illegally in the country, and native United States citizens …

I remember passing our lunch lady–the nice one with a big bleach-blond afro. She was perched on an elementary-school-sized desk, eyes fixated to the television. I glanced at the screen on the way into my classroom while my teacher hesitated in the hallway, whispering to the other adults. She reentered the room a few minutes later to explain.
In the following months, my television provided me with one of the most formative, practical and comprehensive educational experiences of my life. First it was vocabulary building, with the words like “hi-jacker,” and “terrorist.” Then it was physics, learning that inertia is …

Managerial Judging And Substantive Law, Tobias Barrington Wolff
All Faculty Scholarship
The figure of the proactive jurist, involved in case management from the outset of the litigation and attentive throughout the proceedings to the impact of her decisions on settlement dynamics -- a managerial judge -- has displaced the passive umpire as the dominant paradigm in the federal district courts. Thus far, discussions of managerial judging have focused primarily upon values endogenous to the practice of judging. Procedural scholarship has paid little attention to the impact of the underlying substantive law on the parameters and conduct of complex proceedings.
In this Article, I examine the interface between substantive law and managerial …
Guantanamo And Beyond: Reflections On The Past, Present, And Future Of Preventive Detention, Kristine A. Huskey
Guantanamo And Beyond: Reflections On The Past, Present, And Future Of Preventive Detention, Kristine A. Huskey
The University of New Hampshire Law Review
[Excerpt] “January 11, 2011 began the tenth year of existence of the detention center at the U.S. Naval Base at Guantanamo Bay, Cuba (“Guantanamo” or “GTMO”). In human-being terms, what this means is that large numbers of men have been detained by the U.S. military for almost a decade, in prison-like conditions, without trial. In a pre-9/11 world, a “Guantanamo” and the idea of “detention without trial” would have been seen as decidedly un-American and a violation of our democratic values. Over the last decade, however, Guantanamo” and the practice of long-term detention without trial for terrorism suspects (or, “preventive …

Brothers Gedeon and Jules Naudet were within two blocks of the World Trade Center (WTC) on the morning of September 11, 2001 when terrorists flew hijacked planes into the WTC towers. Both brothers had cameras with them, as they were engaged in shooting a documentary film about firefighters at the time. As a result, they captured unique footage from the area, including the only images from inside Tower 1, where firefighters were trying to get a handle on the situation. The footage includes sounds of falling bodies and scenes of firefighters trying to escape from Tower 1 after Tower 2 …

Fixing Fisa For Long War: Regulating Warrantless Surveillance In The Age Of Terrorism, Adam Burton
The University of New Hampshire Law Review
[Excerpt] “The English poet W.H. Auden once claimed that “Peeping Toms are never praised, like novelists or bird watchers, for the keenness of their observations.” Perhaps Auden would have modified his maxim had he lived in the age of terrorism. A certain degree of government surveillance of even intimate communications is expected, encouraged, and indeed praised when the government’s efforts lead to the prevention of catastrophe. However, it is also expected that the government will minimize these intrusions, will conduct surveillance only on legitimate targets, and will follow the procedural safeguards that the representatives of the people have enacted in …

Assessing The Role Of The African Union In Preventing And Combating Terrorism In Africa, Martin Ewi, Emmanuel Aning
Emmanuel Kwesi Aning
The period after 9/11 can be characterised as the terrorism moment in world history. Every actor in international relations—the state, regional, continental and international as well as civil society organisations—has been mobilised to combat what, apparently has been conceived as a common security threat to humanity. The transformation of the Organisation of African Unity (OAU) into the African Union (AU) was a divine coincidence at a time when multilateralism and international cooperation were being challenged by the threat of terrorism. In the post-9/11 period, the main concern of the Union has been to reinforce and implement existing counter-terrorism instruments adopted …

The Challenge Of Terror: A Traveling Essay, John Paul Lederach
Peace and Conflict Studies
So here I am, a week late arriving home, stuck between Colombia, Guatemala and Harrisonburg when our world changed. The images flash even in my sleep. The heart of America ripped. Though natural, the cry for revenge and the call for the unleashing of the first war of this century, prolonged or not, seems more connected to social and psychological processes of finding a way to release deep emotional anguish, a sense of powerlessness, and our collective loss than it does as a plan of action seeking to redress the injustice, promote change and prevent it from ever happening again. …

The Western-Islamic “Clash Of Civilizations”: The Inadvertent Contribution Of The Bush Presidency, Dennis J. D. Sandole
Peace and Conflict Studies
This article argues that policies of the Bush administration since 11 September 2001, have had -- perhaps inadvertently -- the effect of generating "facts on the ground" that have led to the self-fulfilling realization of realities corresponding to Samuel Huntington's contentious concept of the "clash of civilizations" in relations between the Western and Islamic “worlds”.
One of the significant indicators of this phenomenon has been the counterproductive, self-defeating impact of the U.S.-led invasion and occupation of Iraq on the "war on terror," with all available information, even from the CIA and other U.S. governmental sources, agreeing that the presence of …

The Usa Patriot Act, Toni Panetta
Human Rights & Human Welfare
The events of September 11, 2001 serve as the origin of the United States’ War on Terror as popularized by the Bush administration. Previously, American strategies to combat terrorism focused on attacks against its interests abroad, and support for other governments’ efforts to curb terrorist acts within their own boundaries. However, September 11 revealed vulnerability to violence by non-state actors within U.S. borders. In response, the United States reshaped its anti-terrorist strategies to prevent future attacks by targeting terrorists, foreign and domestic, known and potential.
