Although Medicaid work requirements are currently halted in both Arkansas and Kentucky, this analysis utilizes the data available to make an assessment and estimate of what Kentucky’s Medicaid enrollment will look like if work requirements similar to those Arkansas had are ever implemented. The relative severity of the administrative burden of such requirements provide a tool for comparison, and a difference-in-differences analysis of the change in Medicaid enrollment between Arkansas and West Virginia, a state that has not implemented and currently has no plans to implement Medicaid work requirements, provide the bases for this estimate. The policy paper discusses the recently ratified Civil Service Law (CSL) No. 81/2016 with a special focus on the potential implementation pathways regarding the performance management system ofgovernment employees. In an attempt to combat the inefficiencies in state bureaucracy to achieve more economic growth, the CSL comes as a legislative instrument within an ambitious national agenda for administrative reform in Egypt seekinga better performance of the public sector institutions.

The goal of this reference guide is to provide background information on eligibility requirements for public assistance programs available to low-income families in the state of Massachusetts to demonstrate the inconsistencies and complexities that arise from those eligibility requirements. In order to better understand these complex systems, the policy levers are identified in the form of information about the associated legislation and government agencies for each public support program. This information can be used to develop more effective and efficient policies and better serve the needs of low-income families.
