Dog parks are the fastest growing type of park in U.S. cities; however, their increasing popularity has been met with increasing criticism of pets in public space. Dogs have shown to be a deep source of neighborhood conflict, and the provision of dog parks, or off-leash areas, is a seemingly intractable controversy for city officials. In 2003, Portland, Oregon established a network of 33 off-leash areas which remains the second largest both in count and per capita in the country. Russia’s “back country” — remote, nonindustrial areas that are home to almost 40 percent of the population — was largely excluded from the changes brought about by perestroika. People who live in these areas, where NGOs are almost never present, are often unaware of the resources available to address local issues. These regions require new development models that focus on fostering community engagement, and the community foundation model has proven to be the most useful and adaptable.

Vietnam’s steady economic growth over the past two decades interacted with existing patterns of inequity, social exclusion, and geographic disparities to widen the gap between those who can and cannot obtain quality education, a stable income, and access to quality basic services. Although post-colonial theory was developed to examine the legacy of colonial powers, this project proposes that post-colonial theory can nonetheless fruitfully be used for a literary analysis of the Fair Housing Act to account for the typically non-colonial legacy of US segregation. Even though Chicago is not a city in the colonial context, the post-colonial discourse of violence, territorialization, and citizenship are useful tools for understanding the language in legislation that shaped American systemic segregation. Metropolitan planning organizations (MPOs) have long been required to consider the equity implications of their regional transportation plans and processes. Funded by the National Institute for Transportation and Communities, this research aims to provide additional guidance to MPOs on how to evaluate distributional equity in regional plans and projects. The report begins with an overview of federal requirements related to equity in transportation planning. We then synthesize contemporary methods for measuring transportation equity and the distributional effects of plans and projects from a review of the literature and MPO plans and studies.
