Yet, there is a potentially underestimated value in substantive reflections of the members of the public who will be affected by a particular piece of regulation. We discuss the value of narratives as input in the policy making process, based on our experience with Regulation Room–a product of an interdisciplinary initiative using innovative web technologies in real-time online experimentation. Paid Family Leave policies are rare in the United States. Around the world, one hundred and eighty-two countries provide some form of paid maternity leave, and seventy countries also offer paid paternity leave. It is estimated that only 36 percent of U.S. employees have access to paid leave if they get sick, a policy that is almost universal in other developed countries, and only 12 percent of employees have access to paid family leave. We investigated whether and how a juvenile’s history of experiencing sexual abuse affects public perceptions of juvenile sex offenders in a series of 5 studies. When asked about juvenile sex offenders in an abstract manner (Studies 1 and 2), the more participants (community members and undergraduates) believed that a history of being sexually abused as a child causes later sexually abusive behavior, the less likely they were to support sex offender registration for juveniles. Yet when participants considered specific sexual offenses, a juvenile’s history of sexual abuse was not considered to be a mitigating factor. This was true when participants …

On December 3, 2013, when the Organisation for Economic Co-operation and Development (OECD) released its Programme for International Student Assessment (PISA) scores, the ranking of the United States as number 27 on the global scoreboard elicited little surprise among teachers, educational professionals, academics, and educational policymakers. The usual platitudes were trotted out—no mention that the United States’ standing was getting any worse, just which other countries were passing us by. We were stuck at a perennial average.

What do community interpreting for the Deaf in western societies, conference interpreting for the European Parliament, and language brokering in international management have in common? Academic research and professional training have historically emphasized the linguistic and cognitive challenges of interpreting, neglecting or ignoring the social aspects that structure communication. All forms of interpreting are inherently social; they involve relationships among at least three people and two languages. The contexts explored here, American Sign Language/English interpreting and spoken language interpreting within the European Parliament, show that simultaneous interpreting involves attitudes, norms and values about intercultural communication that overemphasize information and discount …

This study found that – based on certain configurations of communities and cost considerations – it is economically viable to consolidate public safety answering points (PSAPs) in Highland Heights, Lyndhurst, Mayfield Heights, Mayfield Village and Richmond Heights, Ohio. When comparing 2012 staffing and noncapital costs to estimated staffing and noncapital costs for a consolidated PSAP, the consolidated PSAP would provide an estimated collective reduction in staffing and noncapital costs of ranging from $775,400 to $1.19 million. A research framework, or construct, provides researchers with generally accepted guidelines to organize scholarly efforts and foster methodological rigor. Over time, many qualitative research frameworks have become fully vetted and recognized, including action research, grounded theory, and phenomenology, among many others. The Policy Research Construct has also evolved over the last decade into a refined framework for use in qualitative and mixed method studies. This paper continues to define the PRC and includes a meta-review of multiple applications of the PRC to examine policy-related research questions, as well as organizational change and program effectiveness research.

An agent-based simulation was created to examine key parameters in mass shootings. The goal of the simulation was to examine the potential effectiveness of Senator Dianne Feinstein's (D-Calif.) assault weapons and high-capacity magazines bill. Based on the analysis, the proposed law would have a negligible effect on the number of people shot during mass shootings. The assault weapons portion of the proposed bill will have no effect on the number of people killed or wounded in a mass shooting. The assault weapons ban does not seek to decrease the rate of fire of any firearm. Of the parameters tested a …

Along two axes - degree of certainty about available and relevant knowledge, and degree of ambiguity about normative claims - it sets out four types of problems: structured, unstructured, and two types of moderately structured problems. It demonstrates how these different problem types effectively structure the task environment for policy analysts and policy workers differently.

Military conflicts have become nonlinear and the interrelated political and socio-economic changes within these conflicts have created new challenges for American policymakers. A tool called Wallis' Propositional Analysis (PA) suggests a new paradigm that includes thinking about complexity and robustness/systemicity in a policy. The purpose of this single case study was to determine how the PA paradigm adds heuristic value to complex policy decision-making. This dissertation examines the relationships between the state and civil society organizations within the context of HIV policy in Mexico. The Mexican context is important in this analysis: Mexico has relatively recently transitioned to a more democratic form of governance, including expanding institutional opportunities for civil society organizations to participate in processes of policy development and implementation. Further, Mexico has an HIV epidemic that is concentrated in the most at-risk communities. These communities typically face political and social exclusion.
