The Crisis In State Highway Finances: Its Roots, Current Effects, And Some Possible Remedies, Juita-Elena Yusuf, Lenahan O'Connell

This paper focuses on the American states and the sources of the expanding structural imbalance between their highway-related revenues on the one hand and expenditures for transportation infrastructure needs on the other. The paper describes the roots of the funding problem over recent decades, looks at some of the responses taken at the state and federal level, and discusses their inherent limitations as solutions to this funding crisis. The paper also presents several policy recommendations for increasing revenues. We demonstrate that a variable rate gas tax indexed to the construction cost index and improvements in automobile fuel efficiency and a …

The terrorist attacks of September 11, 2001, initiated a strategic shift in American national security policy. For the United States, terrorism was no longer a distant phenomenon visited upon faraway regions; it had come to America with stark brutality.1 Consequently, the administration of President George W. Studies on internal conflict focus on bringing a violent conflict to non-violent. Economic development and good governance are most attractive since essential services are provided to people, regardless of ethnic affiliation. Autonomy for minority groups to maintain the integrity of a state is another option. Applied in Mindanao conflict, negotiated settlement, separation, and military victory did not create a lasting peace. This study applies the levels of analysis framework to investigate the conflict and considers the sub-state level as vital. It suggests the role of local actors as crucial in intrastate conflict. The intent of this dissertation is to examine the state of representation and segregation among African American women across the workforce at the United States Department of Commerce. This study employs a triangulated research design to examine the relationship between elements of strategic planning and the employment patterns of African American women. This study's qualitative analysis includes a content analysis of 13 agency-specific strategic documents published between FY 1994 through FY 2010. This data is supplemented with a longitudinal trend analysis of personnel data for fulltime, permanent employees retrieved from the National Finance Center for the same time period. The …

There has been a resurgence of political and media interest in maritime piracy, specifically in the Gulf of Aden off the coast of Somalia. This is credited to a rise in the number of piracy attacks that have been committed in Somalia's coastal waters. In response to this rise in attacks there has been an increased deployment of military warships from as many as 30 different countries to the region in efforts to combat piracy. The purpose of this study was to examine the influences and transgressional associations of empathic communication in military romantic relationships. Through varying attachment styles, deployments, and combat experience, soldiers have a unique set of circumstances that impact the use of empathic communication in relationships. Since the effectiveness of empathic communication is also limited by unreliable communicative technologies, infidelity effects were also tested. A 66-item online survey was placed on Survey Monkey with links from social media networking websites, like Facebook and Twitter. Since 1945, nuclear weapons have impacted world politics and the world has sought to control their spread. This has resulted in the nonproliferation regime and its centerpiece: the Treaty on the Nonproliferation of Nuclear Weapons (NPT). Understanding nonproliferation compliance is important to determining whether the NPT is contributing to stopping the spread of nuclear weapons. If the NPT is having no influence on state behavior, then the international community can decide if its efforts should be redirected from treaties to other nonproliferation efforts.

Since the 1980s, privatization has gained increasing acceptance among state governments. Yet, few empirical studies have investigated the factors influencing the level of state government privatization focusing on a multitude of programs and services aggregated across departments. Most prior state level empirical research has emphasized single cases or programs but has not addressed the aggregate level of privatization undertakings across the states. The purpose of this study was to determine if the Project Management Professional credential requirements encompass the knowledge for project managers required to effectively manage defense industry projects. This study used a four-round Delphi methodology to solicit opinions of defense industry project management professionals about current project management credential curriculum and if that curriculum reflects the realities of the current project management environment.

The historical roots of the Emergency Management concept in the U.S. date back to 19th century. As disasters occurred, policies relating to disaster response have been developed, and many statuary provisions, including several Federal Disaster Relief Acts, conceptually established the framework of Emergency Management. In Virginia, the availability of dual enrollment classes for high school students has varied, depending on the interest of the local school division and the community college's president in whose service region the school division is located. HB 1184, which passed in the 2012 session of the Virginia General Assembly, stipulates that the opportunity must be available for all high school students throughout the Commonwealth to be able to participate in dual enrollment and either receive a Uniform Certificate of General Instruction or an associate degree. Previous macro-level studies show that the condition of the pavement is associated with roadway safety. However, this premise has not been examined on a micro-level using detailed pavement distress variables (PDVs). The main focus of this research will be to expand the use of the PDV data to further understand the safety risks associated with the type of pavement and each individual PDV by analyzing the likelihood of having a rear-end and/or injurious crash, given that a crash occurs.
