NOAA Research’s Office of International Activities and the National Sea Grant Office are extending the Sea Grant model to other countries. The National Sea Grant College Program is a proven, effective model to engage universities and government agencies acting in partnership to promote research, education and outreach/extension related to marine issues. Through network contacts at 30 universities and research institutes and the NOAA National Sea Grant Office, individual Sea Grant programs stay connected to issues at a national level while being responsive to local level needs. Like social scientists everywhere, homelessness researchers in the US are usually ignored. Good science that identifies what causes homelessness, sound evaluations which document that certain programs will never work, and even evidence that promising solutions deserve broad replication, are often disregarded. Such wanton indifference for science would constitute malpractice in the field of medicine, but it sometimes passes as acceptable policy in the field of social welfare. Ideology, politics and preservation of the status quo usually prevail. So, what’s a well intentioned researcher to do? Persevere and become more tactical. Community-owned forests may be the answer for some U.S. communities now confronting unanticipated and unwanted large scale land use changes – changes that could irrevocably change their local landscapes and quality of life. Across the country, millions of acres of private forest lands are being put up for sale as the forest products companies who own them find other, cheaper sources of supply. If, as is likely, purchasers divide and convert the forests to residential or other development uses, nearby communities face losing the critical economic, environmental, recreational, social, cultural, and aesthetic values and benefits those forests have traditionally provided. …

The success of the Mine Clearing Survivable Vehicle (MCSV) Proof of Performance Test was the result of the efforts of a large team of people from a number of organizations. The organizations involved were the U.S. Army’s Night Vision and Electronic Sensors Directorate (NVESD) Humanitarian Demining (HD) Research and Development Office located at Ft. Belvoir, Virginia; the International Test and Evaluation Program for Humanitarian Demining (ITEP); and Pearson Engineering Ltd, Newcastle Upon Tyne, UK. This report documents the field testing of two vehicle-based, mine clearing systems both of which are based on the use of the Rotary Mine Combing Tool (RMCT). The test was designed to expand upon the body of knowledge developed by the maker of the RMCT as well as incorporate performance data related to the implementation of the tool in the two vehicles chosen to host the systems and elements of an operational concept for employment of the systems.

As the result of field experience gained in Egypt and Angola, the Humanitarian Demining Program Management Office (HDPMO) of the U.S. Army Research, Development and Engineering Command (RDECOM), Communications-Electronics Research, Development and Engineering Center (CERDEC), Night Vision and Electronic Sensors Directorate (NVESD) undertook the design and fabrication of a heavy-soil cultivator to lift buried antitank (AT) and antipersonnel (AP) mines to the surface and move them off to the side in windrows. This unit was designated the Mine Clearing Cultivator (MCC). In addition, in 2002, the HDPMO also tested the ability of a modified agricultural sifter to remove mines from …
