Community Participation In Mine Action: Study In Kwanza Sul Province, Angola, Ruth Bottomley

In line with the Norwegian People's Aid (NPA) international strategy, which promotes a rights-based partnership approach, the NPA is committed to exploring new approaches to mine action that promote greater involvement of the local mine affected populations. A starting point in this process is a review and conceptual framework paper prepared for NPA by Ruth Bottomley. Through a review of existing documents, the paper provides a reflection on why community participation is important in mine action and outlines some of the challenges. Existing examples of community participation in mine action are compiled with documented strengths and weaknesses.

Support for the rehabilitation and reintegration of mine victims and disabled people provided through the Child Protection Programme is well targeted and guided by an appropriately informed and considered strategy. The choice of projects covers several of the Programme's key focal areas including health and education, policy and mainstreaming of disability into humanitarian responses. This report sets out a basic analysis of the components of the scrap metal trade, the relationship between the scrap metal trade and UXO accidents, and the different forms of response that currently work to mitigate such accidents. It also examines the humanitarian, economic, administrative and legal context that must necessarily frame any response to this issue. The study identifies certain key areas around which decisions will need to be made in any determination of the way forward.

The aftermath of the Russian withdrawal from Afghanistan in 1989 marks the start of the United Nations’ involvement in mine action. In the early 1990s, programmes started in Cambodia, Mozambique and Angola, and in 1996 in Bosnia. Today, the United Nations supports mine action in 35 countries. During the past 15 years, the United Nations has learned many lessons in mine action—some the hard way.

Manual operations remain indispensable in the demining process despite the use of heavy machines in the field. Although considerable research has focused on demining sensors, automated machines and heavy machines, research has paid little attention to devices used in manual operations. The objective of this paper is to detail the development of a new device for manual operations. This machine increases the safety of manual operations and aids in the most dangerous process of APM removal.

Azerbaijan, located south of the Caucasus on the western shore of the Caspian Sea, is a country rich with oil resources. As of 2005, Azerbaijan has a population of 8.1 million people living in 65 regions of the country and the autonomous exclave of Nakhchivan to the west. One-fifth of Azerbaijan territory is currently occupied by Armenia.

This report documents the field testing of two vehicle-based, mine clearing systems both of which are based on the use of the Rotary Mine Combing Tool (RMCT). As the result of field experience gained in Egypt and Angola, the Humanitarian Demining Program Management Office (HDPMO) of the U.S. Army Research, Development and Engineering Command (RDECOM), Communications-Electronics Research, Development and Engineering Center (CERDEC), Night Vision and Electronic Sensors Directorate (NVESD) undertook the design and fabrication of a heavy-soil cultivator to lift buried antitank (AT) and antipersonnel (AP) mines to the surface and move them off to the side in windrows.
