Computational Modeling & Simulation Engineering Faculty Publications
Interoperability across Modeling and Simulation (M&S) and Command and Control (C2) systems continues to be a significant problem for today's warfighters. M&S is well-established in military training, but it can be a valuable asset for planning and mission rehearsal if M&S and C2 systems were able to exchange information, plans, and orders more effectively. To better support the warfighter with M&S based capabilities, an open standards-based framework is needed that establishes operational and technical coherence between C2 and M&S systems.

With the end of the Cold War, the political and strategic relationships that undergirded the global balance of power were shattered. The powers that held nation-states together, like the USSR, Czechoslovakia, Yugoslavia, and others largely disappeared and to fill the vacuum left by the reduction of political authority, nationalist and religious identities emerged strong. As a result, the former USSR has broken into at least thirteen new countries, mostly along historic ethnic lines, Czechoslovakia into two, Yugoslavia, violently, into five along both religious and ethnic lines. This report is one of a series on migration to and from the region using the five percent Public Use Microdata Sample (PUMS) of the 2000 Census of Population and Housing and provides a description of foreign migrants moving to the Cleveland-Akron-Lorain (CAL) Consolidated Metropolitan Area (CMSA) from 1995 to 2000.* The report identifies the countries of origin of migrants and compares the demographic, socioeconomic, and housing characteristics of the foreign migrants to the CAL with other groups, including foreign migrants to Ohio and the nation, and, at times, to domestic migrants to and from the CAL.

Should unauthorized immigrants be allowed to legally work within the borders of the United States? This question is at the heart of the debate over the use of guest worker programs in America. Many believe guest worker programs that include these undocumented immigrants would actually be harmful. They fear these immigrants would not leave the country after their legal status has expired and that the conditions for many American workers would diminish.

“QALYs” (Quality-Adjusted Life Years) are a metric for health and longevity very widely employed by health researchers. Surveys are used to assign health states a quality ranking on zero-one scale, with zero representing a health state no better than death and one perfect health. The total QALY value of a health profile is calculated as the time spent in its component health states, each weighted by its quality. Until a few years ago, despite the huge academic literature on QALY measurement, this approach was seldom used by policymakers in the U.S. But there have been recent signs of governmental interest …

Motivation And Transactional, Charismatic, And Transformational Leadership: A Test Of Antecedents, John E. Barbuto Jr.

Relationships between leaders' motivation and their use of charismatic, transactional, and/or transformational leadership were examined in this study. One hundred eighty-six leaders and 759 direct reports from a variety of organizations were sampled. Leaders were administered the Motivation Sources Inventory (MSI) while followers reported leaders' full range leadership behaviors using the Multifactor Leadership Questionnaire (MLQ-rater version). Leaders were also administered the self-rating version of the Multi-factor Leadership Questionnaire (MLQ-rater version). The Motivation Sources Inventory subscales subsequently significantly correlated with leader self-reports of inspirational motivation, idealized influence (behavior) and individualized consideration (range, r = .10 to .29), as well as with …

The John H. Glenn Research Center at Lewis Field (Glenn) is one of 10 National Aeronautics and Space Administration (NASA) Centers. Glenn is situated on 350 acres adjacent to Cleveland Hopkins International Airport. Its physical plant includes over 150 buildings that contain a unique collection of world-class test facilities. Glenn also includes the 6,400-acre Plum Brook Station near Sandusky, Ohio, 50 miles west of Cleveland. It specializes in large-scale tests that would be hazardous within the confines of the main campus.

In line with the Norwegian People's Aid (NPA) international strategy, which promotes a rights-based partnership approach, the NPA is committed to exploring new approaches to mine action that promote greater involvement of the local mine affected populations. A starting point in this process is a review and conceptual framework paper prepared for NPA by Ruth Bottomley. Through a review of existing documents, the paper provides a reflection on why community participation is important in mine action and outlines some of the challenges. Existing examples of community participation in mine action are compiled with documented strengths and weaknesses.

The city-state of Singapore has been highly ranked for its e-government services. Over the past two decades, it has leveraged its IT infrastructure for economic development and transformed its public services. The SARS outbreak in 2004 turned into a national health crisis because it spread rapidly and the medical community had little knowledge of how to treat the new mutation of the corona virus. Yet, several Singaporean government agencies utilized the e-Government infrastructure and related resources to quickly bring the outbreak under control. The deminer was doing clearance around an accident site where an AP mine blew off the tire of a car on the 23rd November. The soil in the area is hard and there are lots of metal pieces in the ground. The mine was detonated by the deminer during excavation most likely due to incorrect procedures. The blast went through a gap between the visor and the vest and caused injuries to the deminers face. Also the thumb on his right hand received injuries. The leather gloves the deminer was wearing saved him from worse injuries.

This paper explores the policy environment surrounding livestock policy improvements in Uganda, a country that has undergone substantial reforms in the last 15 years. It aims to identify opportunities for pro-poor interventions—reforms that would improve the livelihoods of poor rural livestock producers. Towards this end, the paper reviews challenges facing for livestock producers and analyzes the broad political economic context in which livestock sector dynamics are situated. The adoption and implementation of pro-poor livestock sector interventions are in some ways constrained and, in others, enabled by civil conflict in several parts of the country, the semi-authoritarian nature of the Museveni …
