NOAA Research’s Office of International Activities and the National Sea Grant Office are extending the Sea Grant model to other countries. The National Sea Grant College Program is a proven, effective model to engage universities and government agencies acting in partnership to promote research, education and outreach/extension related to marine issues. Through network contacts at 30 universities and research institutes and the NOAA National Sea Grant Office, individual Sea Grant programs stay connected to issues at a national level while being responsive to local level needs. Retuning The Harmonization Of Eu Asylum Law: Exploring The Need For An Eu Asylum Appellate Court, Ariel Meyerstein

This Comment takes as its starting point the adoption of the first five pieces of harmonized legislation created as part of the EU’s asylum regime overhaul of the early 2000s and proposes constructive solutions to compensate for the inadequate results of the May 2004 negotiations in Brussels. Specifically, it is proposed that an EU-wide asylum appellate court could assist the Member States in completing the work they started by creating a comprehensive harmonization consistent with international law.

Western advanced industrial states have recently been stumbling over a dilemma resulting from both growing unemployment rates and welfare expenditures. Such a dilemma was once known as “Dutch Dis-ease” in the 1980s. Following a series of policy reform, a “Dutch Miracle” has occurred since the 1990s in both job growth and suc-cessful redeployment of social security. The Two Faces Of Intercountry Adoption: The Significance Of The Indian Adoption Scandals, David M. Smolin

This article summarizes international law, and the law of India and the United States, relevant to intercountry adoption. The article then presents extensive information and analysis of a major series of adoption scandals in Andhra Pradesh, India. The article uses this analysis of law and a major series of adoption scandals to present the "two sides of intercountry adoption:" positively, as a humanitarian act, and negatively as a form of child trafficking. The weaknesses and vulnerabilities of the intercountry adoption system that led to the Indian adoption scandals are extensively analyzed.

This article analyses the development of the European Union (EU) project of a Charter for Services of General Interest (SGI) from the mid-1990s to the publication of the White Paper on Services of General Interest and the draft European Constitution in 2004. Some proponents of epistemological approaches to argumentation (Biro, Siegel, Lumer, Goldman) assume that it should be possible to develop non-relative criteria of argument evaluation. By contrast, this paper argues that any evaluation of an argument depends (a) on the cognitive situation of the evaluator, (b) on background knowledge that is available for this evaluator in a certain situation, and (c)—in some cases—on the belief-value-system this person shares.

A crucial problem of conflict management is that whatever happens in negotiations will be interpreted and framed by stakeholders based on their different belief-value systems and world views. This problem will be discussed in the first part of this article as the main cognitive problem of conflict management. The second part develops a general semiotic solution of this problem, based on Charles Peirce's concept of "diagrammatic reasoning."
