This report is one of a series on migration to and from the region using the five percent Public Use Microdata Sample (PUMS) of the 2000 Census of Population and Housing and provides a description of foreign migrants moving to the Cleveland-Akron-Lorain (CAL) Consolidated Metropolitan Area (CMSA) from 1995 to 2000.* The report identifies the countries of origin of migrants and compares the demographic, socioeconomic, and housing characteristics of the foreign migrants to the CAL with other groups, including foreign migrants to Ohio and the nation, and, at times, to domestic migrants to and from the CAL.

The John H. Glenn Research Center at Lewis Field (Glenn) is one of 10 National Aeronautics and Space Administration (NASA) Centers. Glenn is situated on 350 acres adjacent to Cleveland Hopkins International Airport. Its physical plant includes over 150 buildings that contain a unique collection of world-class test facilities. Glenn also includes the 6,400-acre Plum Brook Station near Sandusky, Ohio, 50 miles west of Cleveland. It specializes in large-scale tests that would be hazardous within the confines of the main campus.

This strategic action plan focuses on the future of Cuyahoga County and sets forth a roadmap to build a more prosperous economy. It is not the only road map available to us, and we can certainly improve upon it. But, it is a roadmap that is practical, one that we can begin using today. Occupation is an important aspect of regional economy; it has been forgotten, however, in most studies of regional economies. We developed a set of benchmark occupation clusters that share similar knowledge and skills and examined the Cleveland metropolitan area based on the derived occupation clusters.

Since its establishment in 1902, Lake Hospital System (LHS) has been a community-based, not-for-profit provider of comprehensive healthcare services to the residents of Lake, eastern Cuyahoga, Geauga, and Ashtabula Counties. Today, LHS is the largest employer in Lake County, with 500 physicians and over 2,400 healthcare professionals working in seven facilities.

This study aims to contrast affordability and quality of life as factors of attraction and retention of workforce and businesses in Northeast Ohio’s metro areas with comparable regions across the country. The study is limited to reliable and available data for 36 metropolitan areas from 27 states. As presented, this study serves two purposes: it allows us to compare Cleveland to other metro areas in selected indicators,1 and it creates a valuable database of variables and indicators on affordability and quality of life in 36 metro areas.

What is an employment center? McMillen (2003) defines an employment center as a “concentration of firms large enough to have significant effects on the overall spatial distribution of population, employment, and land prices.” Bogart (1998) sees employment centers as a collection of small open economies in a metropolitan area that specialize and trade with each other. Technically speaking, an employment center is a geographic area that exceeds a threshold employment density (employees per square mile) and a threshold employment level.

In preparation for the development of a strategic business plan for the City of Cleveland to create an industrial/commercial land bank, the GLFEC conducted a best practices scan that encompassed two phases of primary research. The first phase included a thorough review of more than 41 sources of academic and trade literature on the topics of vacant land utilization and management, land banking, land assembly, and vacant and abandoned property policy. The City of Cleveland plans to create a long-term vision for industrial and commercial land reuse in order to better serve the business and neighborhood interests of its citizens. The implementation of an industrial land bank is one critical way in which to fulfill this goal. Developing small businesses is a way to concentrate wealth, employ city residents, improve neighborhood amenities, and provide entrepreneurial role models in urban neighborhood communities currently bereft of such. In a city where well over half of the resident population belong to groupings of people traditionally in the minority, and whose ranking is high in terms of concentrated poverty, nurturing existing and new small minority business enterprises makes good policy sense and offers a systematic intervention strategy to alleviate poverty. Recently, adult business attorneys, assisted by academic experts, have begun raising new challenges that target the claim that local governments regulate adult businesses to control their secondary effects. This article discusses the nature of these challenges, analyzes how they've fared in the courts, and suggests how local governments should respond when faced with these new claims.
