The Monterey Military and Veterans Affairs Office (MVAO) is a lifeline to Monterey County veterans who suffer from PTSD, substance abuse, and have fallen into the justice system due to service connected disabilities. The MVAO has a justice outreach program that includes peer mentorship. The project's purpose is to ensure that veterans comply with the rules and regulations of the Monterey County Veterans Court and graduate from the program. Military suicide rates remain high, despite years of targeted efforts to prevent suicide. Specifically, Army Combat Veterans who sustained a traumatic brain injury (TBI) while deployed in support of the Global War on Terrorism are at the highest risk for suicide. This dissertation highlights possible causes for suicidal behaviors within this unique group and provides specific military suicide prevention recommendations. Nearly 26% of American adults have a disability. The goal of vocational rehabilitation for individuals with disabilities is to participate in the labor market and improve their quality of life. Employment is an excellent community reintegration. The U.S. Department of Labor reported that in 2020, a total of 4.7 million veterans received a rating of the service-connected disability from the Department of Veterans Affairs (VA) or the U.S. Department of Defense. The unemployment rate for veterans with a disability is 6.2%, which is not a significant difference from the unemployment rate of 7.2% for veterans without a disability. According to …

AbstractVeterans constitute a significant proportion of the homeless population in the United States. Studies indicate that substance abuse is a major issue these veterans face that can result in homelessness. Despite improvement since 2009, substance abuse among this population remains a significant problem. The objective of this study was to gain a better understanding of the experiences of homeless and substance-abusing veterans to provide information to government agencies that may help them develop a practical approach for addressing the issue. Veterans’ treatment courts (VTCs) are problem-solving courts created to address the specific treatment needs of veteran defendants. Consistent with general strain theory, the stressors of military service can lead to negative emotions that have been linked to criminality. Despite the favorable results of studies on the efficacy of VTCs to reduce recidivism, participation is voluntary, and not all eligible candidates elect to participate. The purpose of this study was to discover why defendants choose to opt out. This impacted veterans by limiting medical care and affected their quality of life.
