The Tribal Transportation Planning Needs Assessment Study was a collaborative project conducted by Caltrans and the Mineta Transportation Institute, San Jose State University. The primary goal of the project was to identify the current state of transportation planning activities and partnerships within Tribal governments in California, so that Caltrans can meaningfully engage more actively with Tribal governments early in the planning process and better meet the transportation needs of Tribal communities. The economics of abundance, along with the sociology of abundance, the law of abundance, and so forth, should be re-framed, linked, and situated in a common context for empirical rather than conceptual research. Abundance may seem to be a new, big thing, between anxiety over information overload, Big Data, and related technological disruptions. But scholars know that abundance is an ancient phenomenon, which only seemed to disappear as twentieth century social science focused on scarcity instead. Scientific documents often contain significant information in figures. The United States Patent and Trademark Office (USPTO) awards thousands of patents each week, with each patent containing on the order of a dozen figures. The information conveyed by these figures typically include a drawing or diagram, a label, caption and reference text within the document. Yet associating the short bits of text to the figure is challenging when labels are embedded within the figure, as they typically are in patents. Background: Local health departments (LHDs) operate in a complex and dynamic public health landscape, with changing demands on their emergency response capacities. Informatics capacities might play an instrumental role in aiding LHDs emergency preparedness. This study aimed to explore the extent to which LHDs’ informatics capacities are associated with their activity level in emergency preparedness and to identify which health informatics capacities are associated with improved emergency preparedness.

Methods: We used the 2013 National Profile of LHDs study to perform Poisson regression of emergency preparedness activities.

Results: Only 38.3% of LHDs participated in full-scale exercises or drills for an emergency …

Can Simple Mechanism Design Results Be Used To Implement The Proportionality Standard In Discovery?, Jonah B. Gelbach

I point out that the Coase theorem suggests there should not be wasteful discovery, in the sense that the value to the requester is less than the cost to the responder. I use a toy model to show that a sufficiently informed court could design a mechanism under which the Coasean prediction is borne out. I then suggest that the actual information available to courts is too little to effect this mechanism, and I consider alternatives. In discussing mechanisms intended to avoid wasteful discovery where courts have limited information, I emphasize the role of normative considerations.

The knowledge commons research framework is applied to a case of commons governance grounded in research in modern astronomy. The case, Galaxy Zoo, is a leading example of at least three different contemporary phenomena. In the first place Galaxy Zoo is a global citizen science project, in which volunteer non-scientists have been recruited to participate in large-scale data analysis via the Internet. We are engaged in a continuing effort to understand the scope of elder activity and the implications of activity for well-being. We are particularly interested in the forces that encourage or inhibit multiple forms of activity, the ways in which participation in some activities influences participation in other activities, and the cumulative implications of activities for well being. Our interest in multiple forms of activities sets us somewhat apart from Gerontologists who focus on single forms of activity such as volunteering, taking classes, caring for grandchildren, working, or exercising.

The term docuverse was first developed by Apple Computer guru Allen Kay in the late 1960’s. The underlying idea can be traced back decades earlier, to the visionary Vannevar Bush and the Memex (Bush, 1945). According to Kay, a docuverse is a set of related documents together with the linkages between them. In this paper, a docuverse is conceived as a collection of related scholarly documents together with the links, ties and bonds that can bring them together into an integrated logical and conceptual whole.
