In line with Lien Centre’s vision to catalyse positive social change, this research was carried out to understand social gaps in Singapore and how our society’s ability to meet social needs can be enhanced. Despite basic social needs in Singapore being essentially met through direct government interventions and the contributions of non-governmental social service activities, there are today some vulnerable groups that remain or have become more prominent. This research project aims to identify some of these needs and the possible approaches to addressing them.

The important place of the oftentimes "hidden" independent worker, or freelancer, has been acknowledged in developed countries where the creative economy has grown. These creative workers do not belong to the traditional employment set-up organized around firms. Instead, they move from portfolio to portfolio, assignment to assignment, interspersing corporation-based jobs with periods of self employment. Prior to the crisis the consensus amongst central bankers in advanced economies was that price stability, in the form of low and stable price inflation, was a top priority for monetary policy and could best be achieved by targeting interest rates (usually overnight) or monetary aggregates, such as Narrow Money (M1) and Broad Money (M2). Liquidity in the banking system could be flexibly adjusted on a daily basis through open market operations to increase or decrease the monetary base which would be transmitted to the rest of the economy through financial intermediation.
