These estimates do not include fish harvested in the ocean or in the mainstem Columbia. In addition to evaluating the impacts of the construction, operations and maintenance, experimentation and monitoring, and harvest activities described in the Draft Environmental Assessment (Bonneville Power …

Social Agency Accountability In Two Cultures, Roger A. Lohmann
Social Agency Accountability In Two Cultures, Roger A. Lohmann
Faculty & Staff Scholarship
The research reported in this paper is an effort to shed empirical light on traditional accountability in a cross-cultural perspective. Because of the suspicion of a connection between the persistence of the issue in the United States and indigenous cultural factors (most notably the uniquely enduring influence of the Protestant ethic) it was decided to investigate the issue through a comparison of some of the accountability practices of American social agencies with those outside the United States. This study compares the operation of certain accountability dynamics in samples of social agencies in the Appalachian region of the United States and …

The Motivations Of Exurban Commuters Within A Region, Judy Seppanen Davis
The Motivations Of Exurban Commuters Within A Region, Judy Seppanen Davis
Center for Urban Studies Publications and Reports
This case study of the Portland, Oregon, region analyzes and compares the emerging commuting patterns of exurban, small town, and suburban households. The analysis is based on a mail survey of 1408 households who purchased homes in 1987. By examining the types of households moving to exurbia, their reasons for moving, and the impacts of their moves on journey-to-work a picture is drawn of the forces shaping exurban development and the implications of this type of development for transportation planning and policy.
A Preliminary Report On The Implementation Of Health Care Rationing In Oregon, Theresa Julnes, Tom Lee Mason
A Preliminary Report On The Implementation Of Health Care Rationing In Oregon, Theresa Julnes, Tom Lee Mason
Center for Urban Studies Publications and Reports
Oregon is now in the process of implementing a first of its kind health care rationing plan. The intent of this new legislation is to expand Medicaid coverage to all citizens at or below the Federal poverty level. Under the proposed system, health care services will be prioritized and will be available only to the extent they can be paid for by presently appropriated funds. This rationing program is an extension of a policy adopted in 1987 whereby Oregon ended public expenditures for organ transplants. The following preliminary report examines the background of the policy, the national significance of the …

"It was just a decade ago that the comprehensive plan for the city of Springfield, Mass. was published, and almost immediately, the national news media picked it up and publicized it throughout the country. What was it about this plan for the future of a middle-sized city that would generate this type of attention? After all, most cities produce similar plans, but these usually go unnoticed and unread, even in the communities for which these plans are made.
The imaginative approach used in the Springfield plan was to publish it in the Time magazine format, even to a title that …

In 1989, the state legislature passed an Act affecting the manner in which certain police officers are disciplined. The Act, Chapter 398 of the 1989 General Assembly, known as the Police Bill of Rights, requires that, effective January 1, 1990, questioning of any police officers on matters that are likely to lead to the discipline of officers for punitive reasons, take place at a reasonable time and place designated by the investigating official. Of extreme significance is the fact that the act applies only to municipalities that already provide a property interest in employment and have no other established grievance …

A major premise of an enterprise fund is that user rates should be sufficient to support the operation of that particular service. Enterprise revenues, costs and services should be balanced so that the fund remains in sound financial condition. This statement is paramount in understanding how a utility should be operated.
