Governing And Managing Multi-Modal Transit Agencies In A Multicentric Era, Sy Adler, Sheldon Edner
Governing And Managing Multi-Modal Transit Agencies In A Multicentric Era, Sy Adler, Sheldon Edner
Center for Urban Studies Publications and Reports
We explore the dynamics of governing and managing multi-modal regional transit agencies through a case study of the Tri-County Metropolitan Transit District (Tri-Met), which provides bus and rail transit services to the Portland, Oregon, metropolitan area (see map). Along with other similarly constituted firms in the United States transit industry, Tri-Met confronts the challenge of providing service in a geopolitical context that is quite different than when the agency was created. The critical new element in Tri-Met's operating environment is the emergence of several suburban business centers that effectively compete with the Portland central business district (CBD), and are seeking …
The Market For Convention Facilities, Philipp Degens, M. Hossein Haeri, James G. Strathman
The Market For Convention Facilities, Philipp Degens, M. Hossein Haeri, James G. Strathman
Center for Urban Studies Publications and Reports
Conventions, trade shows and meetings represent an industry of considerable size in the United States. In a 1984 survey, the International Association of Convention and Visitors Bureaus estimated a total of 20.5 billion dollars of annual expenditure generated by 54.3 million delegates nationwide. Despite its economic importance, the industry has received little analytical attention in the literature on tourism. In this paper we develop and estimate a model of demand for metropolitan convention facilities. Our results suggest that metropolitan convention activity is sensitive to both cost and attraction-related factors.

The Intendant, The Merchants, And Free Trade In Louisiana, 1778-1788, Brian E. Coutts
The Intendant, The Merchants, And Free Trade In Louisiana, 1778-1788, Brian E. Coutts
DLPS Faculty Publications
Spain acquired Louisiana from France in 1763 but was initially unsuccessful in integrating the distant colony into the Spanish commercial system. Encouraged by the colony’s chief financial officer, Intendant Martín Navarro, the Spanish Crown introduced legislation on January 22, 1782 to promote commerce. Free trade was to be permitted for ten years with designated ports in France. The liberal character of the code fostered the growth of numerous merchant companies in New Orleans who found markets for all of Louisiana’s exports in France, England and the French West Indies. Unfortunately, Spain continued to absorb all of the administrative costs for …

Municipal Courts In Tennessee - A Constitutional And Statutory Primer, Sid Hemsley
Municipal Courts In Tennessee - A Constitutional And Statutory Primer, Sid Hemsley
MTAS Publications: Full Publications
This paper will first examine the constitutional and statutory underpinnings of municipal courts in Tennessee. Then it will briefly review the jurisidiction of municipal courts, the selection of municipal court judges, and municipal court penalties. Finally, it will take a look at the recent case of Summers v. Thompson, Tenn. Sup. Ct., No. 23, filed May 23, 1988. That case has a significant bearing on all of those topics, and it has some implications for what municipal courts will look like in the future. No pretense is made that every important thing is said or every important case is cited …

Social Welfare In Emerging World Culture, Roger A. Lohmann
Social Welfare In Emerging World Culture, Roger A. Lohmann
Faculty & Staff Scholarship
The paper argues for the emergence of a world-wide universal pluralistic culture, in which a common core of humanitarian values will eventually be institutionalized in the major institutions of each society in ways which are consistent with the unique historical, cultural, economic and political context of that society. It is this process of adaptation of universal, or at least trans-cultural, values to the unique circumstances of individual cultures which can be called "indigenization".
Social Welfare In The Emerging World Culture, Roger A. Lohmann
Social Welfare In The Emerging World Culture, Roger A. Lohmann
Faculty & Staff Scholarship
The end of the cold war brought with it a new period of globalization and an emerging world cultural consensus in which social welfare values of the welfare state figure importantly. An essential element of this development has been indigenization in which universal social welfare values, like those on display at various United Nations agencies and in the 1948 Universal Declaration of Human Rights are adapted and fitted to the unique demands and requirements of individual cultures.

Human Rights, Women, And Third World Development, Winston E. Langley
Human Rights, Women, And Third World Development, Winston E. Langley
William Monroe Trotter Institute Publications
As part of the effort to inaugurate a new international socio-political order after World War II, international emphasis was given to certain moral and legal entitlements we have come to call human rights. That emphasis initially found its most forceful expression in the Charter of the United Nations, which not only asserts its members' faith in fundamental human rights, in the dignity and worth of the human person, as well as in the equal rights of men and women of all nations, but also recites its members' commitment to employ international machinery for the promotion of the social and economic …
